Diplomat Chen Chia-yen Involved in Sexual Harassment, Disciplinary Court Rules Dismissal and 2-Year Employment Suspension

(Central News Agency reporter Liu Shih-yi, Taipei, May 8) Diplomat Chen Chia-yen, who was involved in sexually harassing a female subordinate at a hotel during his posting in 2016, infringing upon her personal dignity and severely damaging the image of the nation and its diplomats, was impeached by the Control Yuan. The Disciplinary Court today ruled to dismiss Chen Chia-yen and suspend his employment for two years. The ruling can be appealed.

According to the Control Yuan's press release, Chen Chia-yen, currently a 14th-grade senior official (Ambassador-at-Large) at the Ministry of Foreign Affairs' Institute of Diplomacy and International Affairs, was suspected of using his official authority and opportunities in 2016 at a diplomatic guest room in a hotel during his posting. While the female subordinate was reporting on project planning, he made sexually suggestive gestures towards her, causing her to feel offended and severely infringing upon her personal dignity.

The Control Yuan stated that after investigation, it was determined that Chen Chia-yen indeed used his official authority and opportunities to sexually harass the female subordinate. The Ministry of Foreign Affairs' Sexual Harassment Complaint Review Committee also concluded that sexual harassment occurred. The Ministry of Foreign Affairs deemed the situation serious and proactively referred it to the Control Yuan.

The Control Yuan deliberated that Chen Chia-yen, as a diplomat and a senior official, sexually harassed a female subordinate, which not only infringed upon her personal dignity but also severely damaged the reputation and image of the nation and its diplomats. Furthermore, Chen Chia-yen denied the relevant actions during the Control Yuan's inquiry.

The Control Yuan determined that it was necessary to refer the case for disciplinary action, thus proposing impeachment in accordance with the law and referring it to the Disciplinary Court for deliberation. (Edited by: Lung Po-an) 1150508
