Lai Shih-pao pointed out that many KMT legislators find both NT$380 billion +N and NT$800 billion acceptable, but because some KMT legislators will participate in the year-end county and city mayoral elections, in order to help their campaigns, they hope to allocate NT$800 billion. He proposed a compromise plan to include both NT$380 billion and NT$800 billion in the article that originally allocated NT$380 billion.
