(Central News Agency reporter Chen Yen-ting, Kyiv, 1st) Regarding the issue of Ukrainian frontline troops being stationed for prolonged periods, Ukraine's Commander-in-Chief, Oleksandr Syrskyi, has signed an order stipulating that all units' stationing time at frontline positions shall not exceed two months, and has promoted supporting measures such as medical examinations and rest.
Syrskyi stated on social media on April 30th that to protect the lives and health of military personnel at the front and rear, he has ordered the implementation of a mandatory rotation mechanism, requiring commanders at all levels to ensure that units are not stationed at positions for more than two months.
He pointed out that timely rotation is not only a matter of unit management but also concerns the safety of soldiers' lives and the maintenance of overall defense effectiveness.
The new mechanism also stipulates that officers and soldiers must undergo medical examinations and receive sufficient rest time after completing combat missions, and must continue to ensure that frontline units receive ammunition, food, and water supplies.
Syrskyi stated that the order applies to all frontline units, and violators will be held accountable according to existing laws and military regulations.
Olha Reshetylova, Ukraine's Military Ombudsman, previously stated that her office is conducting a large-scale study on the psychological state of frontline soldiers. Preliminary results show that after soldiers have been stationed at the front for more than 40 days, their combat will and risk perception may decrease, and they may gradually become numb to life and death.
However, some analysts point out that the implementation of the rotation system is difficult, partly due to internal problems such as the Ukrainian military's manpower shortage.
Ukraine's Security Service (Security Service of Ukraine) announced today that it has teamed up with the State Bureau of Investigation and the police to crack down on 8 cases of draft evasion groups in Kyiv, Lviv, Kharkiv, and other places.
The investigation showed that these groups assisted draft-eligible men in evading conscription by forging medical records or work exit permits, and arranged for them to illegally cross the western border via mountain routes, with fees as high as US$25,000 (approximately NT$790,000) per case.
Ukraine's Minister of Defense, Mykhailo Fedorov, stated in January this year that an estimated 200,000 soldiers have deserted without permission, and another 2 million Ukrainians are wanted for draft evasion. (Editors: Tang Sheng-yang) 1150501
