Miniature Horse Appears on Taipei Street, Citizens Help Relocate; Police, Animal Protection Agency Fine Owner

(Central News Agency reporter Liu Chien-pang, Taipei, 1st) A miniature horse was seen wandering on a road near Daye Road, Beitou District, Taipei City, this afternoon. After receiving a report, the local police dispatched officers to the scene. Fortunately, the horse had already been taken to a nearby store by enthusiastic citizens for rest. The police and the Animal Protection Office will fine the owner.
Beitou Precinct of the Taipei City Police Department issued a press release stating that Chang'an Police Station received a report around 3 PM about a miniature horse walking on the road near Daye Road and Beitou Road Section 2. When officers arrived, the horse had already been taken to a nearby store by enthusiastic citizens for rest.
The police also notified the Taipei City Animal Protection Office to send personnel to handle the situation. The police said the horse wandered on the road for more than 10 minutes. After subsequent investigation, the owner's identity was confirmed. The owner will be fined NT$300 to NT$600 for "allowing animals to run loose on the road, obstructing traffic" under the Road Traffic Management and Penalty Act.
Beitou Precinct stated that citizens who keep animals should take care of them. If animals run loose on the road, it may affect traffic order and road users' safety, and fines can be imposed according to law. If citizens find similar situations, they can report to 110, and the police will immediately dispatch personnel to handle it.
The Animal Protection Office responded in writing that the owner allowing the horse to roam on the road has violated the Animal Protection Act. After the owner presents their opinion, a fine of NT$3000 will be imposed according to law, and the owner will be required to attend a 4-hour animal protection course. (Editor: Lung Pai-an) 1150501
