Tainan City Government is promoting the 'Management Platform for Historical and Cultural Fields Autonomous Ordinance.' This platform will introduce private resources through a formalized system to drive old house restoration and cultural site revitalization, fostering the next stage of development for the historic capital.
Tainan Deputy Mayor Yeh Tse-shan stated today that Tainan has pushed the 'Historical District Revitalization Autonomous Ordinance' for 14 years, successfully restoring over 250 old houses and completing 17 historical districts. This allowed for the legalization of B&Bs in urban areas, bringing significant benefits to cultural asset preservation and tourism. Iconic spots like Snail Alley and Zhengxing Street are results of this ordinance.
Yeh mentioned that the city began studying the establishment of a 'Management Platform for Historical and Cultural Fields' four years ago. The goal is to further introduce private sector power through this platform to save government costs and attract corporate resources for more professional restoration, preservation, and reuse.
Yeh explained that as companies prioritize ESG (Environmental, Social, and Governance) reports, and as the Financial Supervisory Commission mandates that all listed companies must prepare ESG reports starting 2025, this platform can become a crucial matching mechanism for corporate involvement in cultural asset preservation, helping companies fulfill social responsibilities.
Yeh noted that Tainan already has practical experience in historic district revitalization, giving it an advantage in promoting the management platform. The central government and other counties are closely watching this model. In the future, it will operate as an administrative corporation in collaboration with public departments, continuing Tainan's positioning as a cultural capital.
The city government stated that the ordinance will be reviewed by the Tainan City Council to perfect the institutional design, ensuring Tainan's continuous deepening and steady progress toward its next century.
