(Central News Agency reporter Huang Yun-ju, Buenos Aires 23rd exclusive report) An Argentine court ruled on the 23rd that the request by the General Confederation of Labor (CGT) to suspend the new labor law was invalid, declaring that the "Labor Modernization Law" promoted by President Javier Milei has fully regained its effectiveness as of today.

The Taiwan Representative Office in Argentina, together with the Taiwanese Chamber of Commerce, held a labor law seminar on the same day, inviting Argentine Congresswoman Mónica Frade to analyze the bill; the seminar coincided with the ruling taking effect, attracting high attention from the overseas Chinese community.

The Labor Modernization Law (Ley 27.802) overturns Argentina's long-standing labor-management legal framework. Frade, who was invited to speak, was originally a senior practicing lawyer deeply involved in Argentine labor-management law. In the seminar, she pointed out that the new system attempts to promote formal employment by increasing labor market flexibility. Key adjustments include: extending the employee probation period from 3 months to a maximum of 10 months, adjusting the severance pay calculation standard (excluding year-end bonuses), and establishing a "working hour account system."

The core goal of the new law is to reduce legal risks and employment costs for businesses, thereby improving Argentina's high labor taxes and the issue of undeclared work.

Representative Hsieh Miao-hung of the Taiwan Representative Office in Argentina stated in her speech that Argentina's legal system has been changing rapidly recently, and it is crucial for businesses to promptly enhance their legal compliance capabilities for stable operations. She affirmed the Chamber of Commerce's proactive attention to changes in the business environment, demonstrating the consistent professionalism and pragmatism of Taiwanese businesses.

Li Chih-sung, Chairman of the Taiwanese Chamber of Commerce in Argentina, and Martín Morentón, Vice Chairman of the Argentine-Taiwanese Chamber of Commerce (CATCIC), emphasized that most overseas Chinese are small and medium-sized enterprises and employees, and the new laws are closely related to the operations of overseas Chinese.

Morentón said in an interview that CATCIC has a 15-year history and is currently committed to bringing Argentine entrepreneurs closer to Taiwan. In addition to organizing a delegation to participate in the "Taipei Smart City Exhibition" in March this year, it plans to organize two more delegations to Taiwan within the year. The Chamber of Commerce actively integrates the professional strength of the younger generation to assist Taiwanese businesses in developing locally, while also looking forward to returning to the Taiwanese market and leveraging the economic advantages of both Taiwan and Argentina.

Frade suggested in an interview that Taiwanese small and medium-sized enterprises interested in developing in Argentina should make good use of the tax incentives provided by the Milei government for specific scales of investment. She advocated that enterprises adopt "preventive legal management" by establishing transparent internal regulations and clear labor-management communication mechanisms to reduce potential legal disputes and ensure stable business operations amidst Argentina's complex regulatory changes.
