The members also noted that when handling the wind and rain tests for aluminum door and window frames for this case, there was no receipt record when the samples were delivered to the testing unit, nor was there a vehicle dispatch record from the military. It was even the contractor who transported them to the testing unit. The entire process relied solely on the oral accounts of the undertaking personnel and supervisors, showing that the sample submission procedure control was not rigorous enough.
