TAIPEI, Taiwan (CNA) -- The Taipei City Department of Land Affairs conducted its first joint inspection of pre-sale housing projects during the 329 property market season, with overall good compliance reported across nine projects. Only one project faced fines from the Department of Urban Development for operating a sample house without obtaining the required permits, underscoring the city's commitment to consumer protection and market order.

The Department of Land Affairs announced today that in response to the return of the property market to its focus on core demand, and to safeguard consumer rights during the traditional 329 sales period, a joint inspection of pre-sale housing projects in Taipei was carried out from March 31st to April 2nd. This initiative involved collaboration with the Taipei National Taxation Bureau, the Department of Legal Affairs, and other relevant authorities.

The city government's joint inspection team examined a total of nine projects, including Zhongzuchuming, Ruitaihui, Fuyiju, Bihuwangyue, Zhanyi Ben Zhi, Xihua Puyuan, Dajin Wenhe Yuan, Zeyang Songjiang, and Jiayuan Ruiji. All projects were found to be in compliance with regulations after their sales were filed for record. On-site checks confirmed that the red cards (deposit receipts), contracts, and advertisements matched the versions previously filed with the Department of Land Affairs.

The Department of Land Affairs indicated that the joint inspection team's findings demonstrated a significant improvement in market order, with all red cards, contracts, and advertisements meeting regulatory standards. However, one project was found to be in violation for using a sample house without prior permit, which was subsequently investigated and handled by the Taipei City Department of Urban Development.

The Department of Urban Development reported that this case violated Article 25 of the Building Act. Consequently, the project was fined NT$385,638, equivalent to 20 thousandths of the construction cost as stipulated by Article 86 of the same act, and was ordered to cease the use of the sample house.

Director of the Department of Land Affairs, Wang Ruiyun, stated via news release that citizens are reminded to gather comprehensive information and conduct careful evaluations before purchasing pre-sale homes. She advised prospective buyers to consult the pre-sale housing section on the Department of Land Affairs official website and the "Taipei Land Search+" platform for project details, sales filing status, and regional housing price information.

She further emphasized that individuals should exercise their contract review period (a minimum of five days) before signing any red cards or pre-sale home purchase agreements. It is crucial to meticulously review all contract terms and verify that the documents provided at the sales site are consistent with the versions filed with the Department of Land Affairs to mitigate transaction risks.

The Department of Land Affairs urged consumers to thoroughly investigate, inquire, and verify information throughout the home-buying process to make prudent decisions that protect their rights and ensure peace of mind in their property purchases. (Editor: Li Shuhua) 1150421
