TRA's Taichung Siwei Street Dormitory Transformed into Popular Residence with Nearly 80% Occupancy

(CNA, Taipei, 14th) To diversify its asset management and in response to subletting and management policies, the Taiwan Railways Administration (TRA) tendered its Siwei Street collective housing in Taichung under the 'Subletting and Management 2.0' program. After seismic retrofitting and pipeline updates, the project was completed in October last year and currently has an occupancy rate of nearly 80%, creating new market value for the old dormitory. In 2021, TRA first integrated and outsourced the renovation of its former employee dormitories on Fuxing Road near Taichung Station for rental, which was well-received. Building on this success, it identified suitable properties in the central region and, in 2023, released the tender for the Siwei Street collective housing at No. 50. Regarding the Siwei Street residence, TRA issued a press release stating that the building, completed in 1986, is a 7-story (plus one basement level) reinforced concrete structure with a total area of approximately 2,680 square meters. Located on Siwei Street in Taichung's West District, it is near educational institutions such as Zhongxiao Elementary School, Juren Junior High School, and Taichung Girls' Senior High School. Situated in downtown Taichung, it boasts comprehensive amenities, combining residential tranquility with the advantages of commercial activity. Furthermore, TRA noted that the public transportation network is extensive, with frequent city bus routes, and it is only about 1.8 kilometers from Taichung Railway Station, making rail transport very convenient. TRA pointed out that the winning bidder, Liyang Co., Ltd., undertook the building's structural seismic retrofitting, interior decoration, and renewal of pipeline and equipment. Leasing officially began after completion in October 2025, and the occupancy rate is already close to 80%. TRA stated that the renovated building has a total of 53 units, including 1-bedroom apartments (approx. 13 pings, 14 units), 2-bedroom apartments (approx. 17 pings, 31 units), and large studio apartments (approx. 10 pings, 8 units). Monthly rents range from approximately NT$15,000 to NT$27,000, depending on the layout and floor. In terms of overall planning, TRA indicated that each unit has been newly renovated and is equipped with basic living essentials such as a bed set, television, washing machine, refrigerator, split-unit air conditioner, sofa, and wardrobe.
