Dong Jian-hong stated that to resolve the soil disposal pressure in the central region, the Executive Yuan has initiated a cross-ministerial coordination mechanism. The Changbin Industrial Park has planned to develop 36 hectares of land as a temporary reception space. Currently, the lump-sum engineering contract has been awarded by the National Land Service Administration, and land leveling work is being pushed forward vigorously. It is expected to officially open for soil reception services in May this year, with a capacity to accommodate approximately 1.44 million cubic meters of soil.

Dong Jian-hong added that after the hardware facilities are completed, they will be handed over to the Changhua County Government for operation and management. This plan also connects with the MOEA's Changbin land reclamation project, which is expected to provide a filling capacity of 980,000 cubic meters. Combined, the two can mobilize a reception capacity of 2.42 million cubic meters. Adding the expanded capacity of 4 million cubic meters at the Taichung Port Southern Reclamation Area, the total soil reception capacity in the central region will significantly increase to 6.42 million cubic meters, ensuring the stable promotion of urban construction projects and major national infrastructure projects.

To implement the management mechanism and accelerate the application process, the National Land Service Administration plans to hold an explanatory meeting for the central Taiwan region on the 27th. Dong Jian-hong stated that the meeting will fully explain the progress and application procedures for the Changbin Lunwei soil temporary site, the Taichung Port land reclamation project, and the National Fire Agency training center's disaster prevention demonstration park project, all three reception locations.

Dong Jian-hong emphasized that the Ministry of the Interior is actively promoting the construction of temporary sites and, in conjunction with the MOEA, is implementing land reclamation projects in accordance with the Environmental Impact Assessment Act. This ensures that soil dispatch functions are realized on schedule. It is hoped that the central and local governments, as well as the government and industry sectors, will continue to cooperate closely to ensure the steady progress of major national construction projects and private engineering projects, achieving a win-win goal of economic development and environmental sustainability.
