Each company has been fined NT$100,000, for a total of NT$300,000.

The FTC stated in a press release today that its investigation found that Haiyou Shipping, Kaixuan Shipping, and Mantianxing Shipping are passenger ferry operators on the 'Budai-Magong' route. To avoid competing with each other for departures at the same time, which would reduce the passenger load rates for each shipping company's vessels, they agreed to jointly coordinate flight schedules starting from 2019. Furthermore, the three companies' actual responsible persons jointly invested in and established Wuji Management Consulting Co., Ltd., which assisted in scheduling the flights for Haiyou Shipping, Kaixuan Shipping, and Mantianxing Shipping, as well as in splitting the ticket sales accounts for their jointly operated flights.

The FTC believes that the above practices constituted the implementation of joint flight scheduling and the restriction of passenger transport service capacity. These three companies account for approximately 50% to 60% of the market share in the 'Budai-Magong' vessel transport market. Their joint scheduling behavior is sufficient to affect the market function of the 'Budai-Magong' vessel transport service, and therefore they have been penalized according to law.
