This calls on enterprises to invest in building an "AI Computing Center" and marks the first benchmark digital infrastructure public-private partnership project in Taiwan. The total investment threshold is set at over 300 million NTD, hoping to perfect national computing infrastructure through public-private collaboration.

MODA officially released the policy announcement "Soliciting Private Planning and Application for Participation in the AI Computing Center BOO Project" on April 15. This project includes the AI computing center as a major digital public infrastructure project and will be promoted under a BOO (Build-Own-Operate) model.

Regarding construction scale, the applicant institution's total investment (excluding land) must reach over 300 million NTD, and the private sector must prepare its own land or lease existing facilities for investment and construction. Furthermore, to ensure the computing center has international competitiveness, the total computing power must be at least "15 PetaFLOPS" (executing 15 quadrillion calculations per second) under 32-bit floating-point (FP32) conditions. This is to support precision medicine, smart transportation, and various national-level AI technology research and development efforts.

MODA pointed out that the construction of the AI computing center relates to the well-being of all citizens and is a major investment plan concerning public interests. Participating institutions should allocate a certain proportion of computing power to be provided free of charge or at discounted rates to government agencies and academic research units. They must also help small and medium-sized enterprises obtain computing resources at reasonable costs to promote industrial transformation and upgrading.

Simultaneously, operators are encouraged to propose preferential plans for local residents or disadvantaged groups, ensuring that the fruits of technological advancement can care for all corners of society.

MODA reminded that cybersecurity is of utmost importance. The computing center must comply with the relevant norms of the "Cyber Security Management Act," including establishing perfect off-site backup and business continuity plans. This ensures that under any unexpected circumstances, the nation's critical data and infrastructure receive the strictest protection, strengthening technological autonomous resilience.
