(CNA Reporter Wang Chao-yu, Keelung 14th) – The "Keelung City Xiner Multi-story Parking Lot Renovation, Operation, and Transfer (ROT) Project" has been announced for tender, with a minimum private investment of NT$120 million. The city government stated today that it hopes to introduce private capital and management to create a more convenient and intelligent parking space.

The Xiner Multi-story Parking Lot was previously involved in a corruption case, and the Keelung City Government terminated its contract with the contractor, Da Ri Company, as per agreement. The outsourced operation is set to expire in September. The city government has announced the ROT project, entrusting the operation and management of parking spaces from the 4th to 13th floors of the Xiner Multi-story Parking Lot, which currently has 512 car parking spaces.

According to the announcement, the contract period for this ROT project is 10 years from the date of signing. If operational performance is evaluated as good, an application for a priority contract extension of 5 years may be made once. The private institution's investment amount must not be less than NT$120 million, and the investment in the "Highlight Aesthetics Plan" must not be less than NT$5 million.

Regarding royalties, for fixed operating royalties, the private institution shall pay the city government no less than NT$3.2 million annually from the date of signing the investment contract. Variable operating royalties shall be paid as a percentage of the private institution's operating revenue. If the annual operating revenue is NT$30 million or less, the city government's collection ratio shall not be less than 1%.

In addition, the private institution needs to cooperate with the city government's policy objectives by installing smart parking management equipment and systems, such as license plate recognition, diversified payment methods, occupancy detection (including car finding function), real-time display of remaining parking spaces at entrances and on each floor, data interface, and charging equipment, and integrate public aesthetic design into the parking lot operation plan.

The Department of Transportation pointed out that it hopes to optimize on-site operation and management by introducing professional private operating teams and capital technology, creating a more comfortable, convenient, and intelligent parking space for citizens. Furthermore, to ensure fairness, impartiality, and openness in the bidding process, the city government's anti-corruption unit will participate in and supervise the entire process, implementing the concept of a clean and efficient government and strictly guaranteeing fair competition among contractors.
