(Central News Agency Reporter Hu Yu-li Toronto, 14th) The "Global Cooperation and Training Framework" (GCTF) "Protecting Critical Infrastructure in Cyber Warfare" international seminar, co-hosted by the Taipei Economic and Cultural Office in Canada and the U.S. Embassy in Canada in Ottawa today, was attended by officials and experts from Taiwan, the U.S., Canada, Japan, Australia, Finland, Lithuania, and Estonia, including Representative Tseng Hou-jen. They discussed the strategic significance of maintaining the resilience of critical infrastructure.

This is the first GCTF international seminar held in the conference hall of the U.S. Embassy in Canada. John Mills, Deputy Assistant Secretary of the Bureau of Cyberspace and Digital Policy of the U.S. Department of State, delivered a keynote speech; Gillian Frost, Director of the Cyber, Technology, and Democratic Resilience Directorate of Global Affairs Canada, delivered the closing remarks.

The GCTF international seminar event focused on cyberspace governance, emerging technology challenges, and submarine cable resilience as its session themes, with three discussion and Q&A sessions. Over a hundred attendees from inter-ministerial officials of the Canadian government, diplomatic missions, parliament, and academia participated. More than half were officials from about 20 countries. The venue was full, and exchanges were lively, fully demonstrating the importance and support given to GCTF activities by various countries.

GCTF is an innovative platform jointly founded by Taiwan and the United States in 2015 to respond to global and regional challenges. Countries such as Japan, Australia, and Canada have subsequently joined.

The seminar began with opening remarks from the official partners of GCTF and representatives stationed in Canada. In addition to Tseng Hou-jen, speakers included U.S. Ambassador to Canada Pete Hoekstra, Australian High Commissioner to Canada Kate Logan, Japanese Minister-Counselor to Canada Hideaki Ishii, and British Deputy High Commissioner to Canada Dave Prodger. Vina Nadjibulla, Vice President of Research at the Asia Pacific Foundation of Canada, served as the moderator, introducing the guest speakers.

Tseng Hou-jen emphasized in his speech that cyber resilience is crucial, with Taiwan facing an average of over 2.5 million cyberattacks daily. The government is safeguarding national security and critical infrastructure through a "whole-of-society model." Faced with increasingly complex cyberattack methods, like-minded nations must cooperate.

Tseng Hou-jen also stressed that submarine cables carry 99% of global data transmission, akin to the digital arteries of nations, and are vital to the global economy. He also highlighted the importance of the "International Submarine Cable Risk Management Initiative" proposed by Foreign Minister Lin Chia-lung, looking forward to deepening cooperation with various countries in submarine cable protection.
