Lai Rui-lung pointed out that the new labor pension system has been implemented for nearly 21 years, and although a retirement protection system centered on individual accounts has gradually been established, a considerable number of workers still remain under the old system, leading to incomplete system integration and an urgent need for reform.
Lai Rui-lung said that "pure old system workers" who did not choose to transfer to the new system, even if they meet retirement conditions, cannot prematurely settle their old system seniority, nor can they transfer their pension funds to new system accounts, thus missing out on the new system's accumulation and investment return mechanisms. This creates a fragmented system that substantially disadvantages workers' rights.
Lai Rui-lung stated that according to Ministry of Labor statistics, as of December 2025 (ROC calendar), there are an estimated 115,327 pure old system workers nationwide. The direction of his proposed reforms includes, under the premise of "voluntary participation" and "employer-employee agreement," allowing pure old system workers to prematurely settle their old system seniority and transfer their pension funds in a lump sum into new labor pension system individual accounts, transforming existing rights into portable, accumulable, and investable retirement assets.
Kuo Kuo-wen believes that improving the system can double the protection for old system workers, and currently, most pure old system workers are employed by public enterprises, hoping they can lead the promotion of this plan.
Chung Chia-pin pointed out that allowing workers who initially chose the old labor pension system, after agreement between employer and employee, to transfer to new labor pension system accounts and only make voluntary contributions, would not only increase retirement protection but also inject funds into the labor fund, strengthening its financial stability and increasing investment operational flexibility and dividend benefits.
Hsu Chih-chieh stated that opening up voluntary conversion for old system workers to the new system, and designing the system to ensure it does not affect the rights of original employers and other workers, balancing fairness and flexibility, is a substantive demonstration of the government's care for workers.
Lin Chun-hsien said he supports the proposals of Lai Rui-lung and the participating legislators to allow old system workers to choose to transfer to the new system under certain conditions, enabling workers to participate in the labor fund's profit distribution, enhance retirement protection, and balance overall labor pension system integration and corporate burden.
Li Kun-tse stated that the problem of the old labor pension system is not the fault of the workers, but a historical responsibility that the system must bear in the face of social changes.
