Councilor Questions Controlled Hounds Attacking Street Cats, Urges Taichung City Government for Special Investigation

(Central News Agency reporter Hao Hsueh-ching, Taichung, 15th) Independent Taichung City Councilor Wu Pei-yun today questioned and exposed suspected cases of hounds being controlled by people to attack street cats, describing the process as cruel and potentially endangering citizens' safety. The city government stated that this constitutes a criminal act, and the Animal Protection and Health Inspection Office needs police cooperation to assist in reviewing surveillance footage.

The Taichung City Council today held a financial and economic affairs interpellation. Wu Pei-yun pointed out that she recently received complaints from citizens, suspecting that a group of '3 black and 1 yellow' hounds, controlled by people, appeared in various districts of Taichung late at night to attack street cats. The incidents were cruel and could even endanger citizens' safety. She demanded that the city government establish a cross-departmental special investigation to quickly track down the perpetrators and prevent similar incidents from happening again.

Wu Pei-yun also played surveillance footage collected by citizens during the meeting, stating that the footage showed that related incidents were not isolated. For example, in the early morning of March 24th and March 28th, street cats were attacked and killed by dogs on Zhongxiao Road in the South District; in addition, similar cases occurred on Qiaocheng Road in Dali District in August 2023 and October 2025, with the 2023 incident even resulting in the death of a street cat, which was shocking.

Wu Pei-yun said that according to citizens' observations, the dog group acted quickly and had clear divisions of labor. They would search for scents, surround and hunt, and drag street cats out from under cars. When chased by people, they would quickly escape, indicating that they might have received professional training. Some citizens even found that someone might have transported dogs to a parking lot by vehicle, released them, and then recalled them with a whistle, increasing the difficulty of investigation.

Li Yi-an, Acting Director-General of the Taichung City Agriculture Bureau, responded that this already constitutes a criminal act, and the Animal Protection and Health Inspection Office needs police cooperation and assistance in reviewing surveillance footage. The personnel responsible for inspection and capture of dogs at the Animal Protection and Health Inspection Office are very hardworking due to the complexity of their duties, but this is a highly publicized case, and they will investigate it thoroughly.

Taichung City Deputy Mayor Huang Kuo-jung also said that if they are not stray dogs but are trained by humans and commit crimes systematically in various districts, this is a criminal act. If cross-departmental execution of duties requires it, the police department will also cooperate, because dogs appear at irregular locations, and the police department has police stations everywhere.
