The Control Yuan stated yesterday that the new construction project of BaDe Minimum Security Prison was severely delayed, with a large number of acceptance deficiencies and repeated unsuccessful improvements. This not only made it difficult to alleviate the overcrowding problem of correctional institutions but also prevented it from becoming the first smart prison, making it difficult to enhance Taiwan's correctional and human rights image. The Correctional Agency issued a press release today stating that the BaDe Minimum Security Prison new turnkey project was originally planned to be completed in 2022. During this period, it experienced the original contractor's inability to perform the contract, the search for a successor contractor, the COVID-19 (2019 coronavirus disease) pandemic, and internal management disputes of the contractor, resulting in the two phases of the project being overdue until March 2023 and October 2025, respectively.

The Correctional Agency stated that BaDe Minimum Security Prison has reviewed the contractor's overdue responsibilities according to the contract, and is imposing continuous penalties for breach of contract for attributable parts, and has suspended payments since December 2024, and will not return the performance bond, holding them strictly accountable.

The Correctional Agency said that all phases of the project have now obtained occupancy permits and completed water and electricity connections. BaDe Minimum Security Prison is conducting acceptance inspections according to the Government Procurement Act and contract regulations immediately after completion, reviewing deficiencies, and setting deadlines for improvements.

According to the press release, this project was approved by the Executive Yuan for extension. The Correctional Agency, while balancing inmate safety and project quality, supervises BaDe Minimum Security Prison to dynamically review the contractor's construction progress. When necessary, it will take measures such as self-improvement, having a third party improve, or continuing its work according to the contract, to ensure the project objectives are completed within the timeframe, and at the same time implement relevant control measures.

The Correctional Agency said that these measures include cooperating with the Ministry of Justice's Public Construction Promotion Meeting to regularly control project execution; the Correctional Agency dispatches personnel weekly to inspect BaDe Minimum Security Prison and the contractor's improvement status, and holds special review meetings; BaDe Minimum Security Prison supervises the contractor daily to ensure that the engineering progress is completed according to the meeting and conference.

The Correctional Agency said that to maximize project benefits and alleviate the overcrowding problem as soon as possible, after coordinating with the contractor for some areas, and in compliance with the regulations of the Public Construction Commission of the Executive Yuan, general inmates from the northern region have been successively transferred since March this year.
