TAIPEI, April 13 (CNA) – Following the conclusion of the Zheng-Xi meeting, the Chinese Communist Party (CCP) announced measures benefiting Taiwan. Liang Wen-chieh, Deputy Minister of the Mainland Affairs Council, stated today during a legislative interpellation that the so-called Taiwan-benefiting measures are essentially "old wine in new bottles," offering little substantive benefit to Taiwan. However, what the CCP gains is a significant propaganda victory and united front victory, which has a major impact on Taiwan's national survival.

The Legislative Yuan's Foreign Affairs and National Defense Committee invited National Security Bureau Director-General Tsai Ming-yen, Deputy Minister of National Defense Hsu Szu-chien, and representatives from the Ministry of the Interior and the Ocean Affairs Council to deliver a special report on "Review of Reconnaissance Loopholes in Recent Illegal Incursions by Chinese Small Vessels into Our Territorial Waters, Progress of Technology Surveillance Equipment Installation, and Improvement Measures," and to answer interpellations.

Kuomintang (KMT) Legislator Huang Jen pointed out that regarding the Zheng-Xi meeting, the Mainland Affairs Council recently held a press conference stating that it would take necessary actions to safeguard national sovereignty. He asked what these "necessary actions" were and whether the KMT Chairwoman Cheng Li-wen's alleged illegal and disorderly conduct had been investigated.

Liang Wen-chieh responded that when Cheng Li-wen met with CCP General Secretary Xi Jinping, she proposed establishing a cross-strait peace framework and institutionalizing cross-strait peace to make it an irreversible process. These appeals, from the government's perspective, may have touched upon the provisions of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area.

Liang Wen-chieh further pointed out that, without government authorization, no agency or group may engage in political cooperation with the other side, nor may it involve signing agreements related to public authority or political issues. However, because it is uncertain whether Cheng Li-wen's statements were merely unilateral expressions of intent or substantive actions, the press release that day mentioned that if the KMT touches upon the "forbidden zone" of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, the government will take necessary measures.

Liang Wen-chieh stated in response to Democratic Progressive Party (DPP) Legislator Shen Po-yang that the Taiwan-benefiting measures are, for the CCP, like "exchanging a bowl of tempura for a jar of Buddha Jumps Over the Wall soup." The Buddha Jumps Over the Wall soup refers to Taiwan's largest opposition party making political commitments, such as a peace framework, in Beijing, and conveying misleading messages to the international community, such as "no external interference." These statements will affect the international community's perception of Taiwan, so this is a major propaganda victory for Beijing.

Liang Wen-chieh stated in response to DPP Legislator Chen Kuan-ting that the Taiwan-benefiting measures are essentially "old wine in new bottles," offering little substantive benefit to Taiwan. In addition, regarding the CCP's claim of offering benefits to Taiwan, including supporting Kinmen's shared use of Xiamen's new airport, Tsai Ming-yen, Director-General of the National Security Bureau, pointed out that national security agencies have been continuously monitoring the relevant plans and propaganda for Xiamen Xiang'an International Airport. Related operations have appeared during the airport's construction, including publicizing the opening of stalls for Taiwanese businesses and encouraging their use.
