Chiang Wan-an, accompanied by Taipei City government officials, attended the city council to deliver his policy report. The DPP caucus requested procedural remarks before Chiang's report. The first speaker, DPP legislator Lin Liangjun, mentioned that the city government had issued a "Wan-an" alert, including issues such as flooding in Neihu, drainage cleaning, tree cutting and maintenance, and inconsistent standards for typhoon leave. Citizens believe that Chiang is managing city affairs with slogans and that screws are falling everywhere.
DPP Taipei City legislator Wang Min-sheng stated that as the party's whip, he had noticed a series of recent city management problems, such as flooding, potholes, and typhoon preparation leave. He believed that Chiang Wan-an's performance was ineffective and indecisive, and the DPP caucus expressed serious criticism of the city government. Legislators shouted "Flooding, sinkholes, and tree cutting; Chiang's administration has not taken a single step; Chiang's administration is incompetent," and presented a potted plant to Chiang.
DPP legislator He Meng-hua stated that the city government's responses to city management issues have been contradictory, believing that Taipei City is currently plagued by political rhetoric. He presented a golden shovel to Chiang, hoping that he would properly clean the drains.
DPP legislator Chen Xianwei used soccer rules to describe Chiang Wan-an's handling of city affairs, stating that he had received multiple yellow cards and ultimately presented a red card to Chiang Wan-an, believing that Chiang should be expelled from the field in terms of city management. Legislator Yan Ruofang stated that since incidents such as rodent infestations, flooding, and typhoon leave occurred in Taipei City, the city government has been passing the buck. DPP legislator Lin Yanfeng mentioned that a private kindergarten in Taipei City had an inappropriate treatment case. The city government claimed to become a child-friendly city, but has not actively improved the situation. Regarding tree cutting, the city government accused netizens of spreading rumors and even threatened to sue, which was clearly due to incomplete city government data.
DPP legislator Jian Shupei stated that she was the first to question the city government's installation of sunshades, but the city government still has not provided a reasonable explanation. Regarding legislators' requests for information, the city government accused legislators of conducting political attacks, clearly trying to evade supervision. She presented a "cover-up" umbrella to Chiang Wan-an. Legislator Xu Shuhua presented data indicating that the city government had previously stated that it would allocate NT$700 million to improve Taipei City's rainfall capacity, but the data had not been reported to the council.
Taiwan People's Party Taipei City legislator Chen Youcheng presented eye drops to Chiang Wan-an, hoping that he would have foresight. KMT legislator Qin Huizhu spoke in support of the city government, stating that Chiang's policy report mentioned handling tree cutting and typhoons. Legislator Wang Zhibing stated that the green camp only cared about flooding, tree cutting, and typhoon leave, but did not mention problematic oil products.
