Central News Agency Report

(CNA reporter Su Mu-chun, Taichung, July 16) A 23-year-old man surnamed Luo drove under the influence of alcohol this morning in Taichung City's East District. While passing through an intersection, he suddenly crossed into oncoming traffic and collided head-on with two motorcyclists traveling in the opposite direction, resulting in one fatality and one injury. Police conducted a breathalyzer test at the scene, which showed Luo's blood alcohol concentration exceeded the legal limit. After questioning, authorities referred the case to prosecutors on suspicion of endangering public safety and negligent homicide.

Taichung City Police Bureau's Third Precinct stated that at 11 a.m. today, they received a report of a traffic accident near the intersection of Lecheng Road and Hanxi Street Lane 19 in the East District and immediately dispatched officers to the scene.

According to police investigation, the 23-year-old Luo was driving a private car along Lecheng Road toward Hanxi West Road. Upon reaching the accident site, he crossed into the opposing lane and collided with two motorcyclists—44-year-old Ms. Wu and 68-year-old Ms. Huang—traveling in the opposite direction.

The crash left Ms. Wu injured and Ms. Huang critically wounded; Ms. Huang later died in hospital despite medical treatment. Luo's breathalyzer test showed alcohol levels above the legal threshold, and his saliva drug screening tested negative. After police questioning, the case was referred to the Taiwan Taichung District Prosecutors Office on suspicion of violating public safety and negligent homicide under the Criminal Code.
