(Central News Taipei, 14th) Xinhua News Agency reported today that Chen Xingrui, a member of the CCP Politburo and former secretary of the Xinjiang Party Committee, has been expelled from the party and removed from public office. Official reports state that Chen Xingrui was involved in "power-for-sex and money-for-sex transactions," allowing his relatives to use his position to gain enormous benefits, and engaging in extensive family corruption. The nature of his actions is extremely serious, and the impact is extremely harmful. This is the first time the CCP has publicly disclosed the details of Chen Xingrui's downfall.

Xinhua News Agency reported today that, with the approval of the CCP Central Committee, the Central Commission for Discipline Inspection and the National Supervision Commission have launched an investigation into Chen Xingrui's serious violations of discipline and the law. On June 30, the CCP Politburo meeting reviewed and approved the report of the Central Commission for Discipline Inspection on the results of the investigation into Chen Xingrui's issues and the opinions on handling them.

The report states that Chen Xingrui lost his ideals, beliefs, and political stance, betrayed the party's purpose and original mission, seriously violated political discipline and political norms, and failed to fulfill his responsibility for the comprehensive and strict governance of the party. He was negligent and failed to manage the serious violations of discipline and suspected crimes of his staff, causing a bad influence. He seriously violated organizational discipline, did not truthfully explain the problems during organizational inquiries, and sought benefits for others in the selection and appointment of cadres. He and his friends illegally arranged jobs for others.

The report accuses Chen Xingrui of seriously violating discipline regarding integrity, accepting gifts and money, helping relatives buy houses at low prices, engaging in power-for-sex and money-for-sex transactions, allowing relatives to use his position to gain enormous benefits, and engaging in extensive family corruption. He turned public power into a tool for personal gain, using his position to gain benefits for others in business operations, project contracting, and job promotions. He or his relatives and specific associates illegally accepted enormous amounts of money and property.

The report also states that Chen Xingrui "completely deviated from party principles," seriously violated the political requirements set by the Party Central Committee for senior cadres. His actions seriously violated party discipline, constituted official misconduct, and were suspected of bribery crimes. After the 18th Party Congress, he did not stop his misconduct. The nature of his actions is extremely serious, and the impact is extremely harmful.

According to the report, based on the relevant provisions of the "Chinese Communist Party Discipline Punishment Regulations," after research by the meeting of the Standing Committee of the Central Commission for Discipline Inspection and deliberation by the Politburo meeting of the Central Committee, it was decided to expel Chen Xingrui from the party, remove him from public office by the National Supervision Commission, terminate his qualifications as a representative of the 20th Party Congress, confiscate his illegal gains, and transfer his suspected criminal issues to the prosecution for legal review and prosecution. The decision to expel him from the party will be confirmed at the next plenary meeting of the Central Committee.

Chen Xingrui is the third member of the 20th CCP Politburo to fall after He Weidong and Zhang Youxia.

After Chen Xingrui stepped down as secretary of the Xinjiang Party Committee in July 2025, he was not given a new position. After September 3 of the same year, he did not appear in public again, and it was later rumored that he was being investigated for corruption. Xinhua News Agency reported in April of this year that Chen Xingrui is suspected of serious violations of discipline and the law and is currently undergoing disciplinary and supervisory investigations.

After the closing of the National People's Congress Standing Committee meeting this year, it was announced that Chen Xingrui's qualifications as a deputy to the National People's Congress were terminated.

Several people closely related to Chen Xingrui have also been investigated, including Chen Xingrui's former chief secretary, Guo Yonghang, a member of the Party Group of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference and vice chairman.
