Huang Kuo-chang, chairman of the Taiwan People's Party, recently criticized the Executive Yuan’s Public Construction Commission (PCC) for its handling of an appeal filed by Tatung Medical regarding a procurement contract with the National Institute of Cyber Security (NICS). Huang alleged that the company engaged in fraudulent practices and questioned the PCC’s decision to revoke the suspension that had barred the company from government bidding.

The PCC issued a press release clarifying that the original suspension, initiated by the NICS, was based on claims that equipment delivered for a medical OT defense simulation project was used, not new. While the NICS sought a three-year suspension citing "serious circumstances" under the Government Procurement Act, the PCC’s Review Board determined that the suspension was disproportionate. The board noted that Tatung Medical took immediate remedial actions, including replacing the equipment with new units and providing extended warranties and training.

Regarding Huang’s claims about the equipment potentially being of Chinese origin, the PCC clarified that this issue was not part of the initial suspension notice from the NICS, and therefore, it fell outside the scope of the current appeal review. The Commission reiterated that its review board consists of independent legal and procurement experts who reach decisions through a transparent, consensus-based process to ensure objectivity.
