Central News Agency (CNA), Taipei, June 24 – With the legislation to suspend pension cuts currently under constitutional review, the Ministry of Civil Service (MOCS) stated today that if a verdict is not reached by August 1, the government will issue the difference in pension payments. The Executive Yuan responded that it respects the MOCS's authority to determine pension amounts and expects the Constitutional Court to issue a ruling as soon as possible to clarify legal disputes, providing a foundation for future administrative actions.

Last December, the Legislative Yuan passed amendments to the 'Act Governing the Retirement, Severance, and Pension for Teachers and Staff of Public Schools' and the 'Public Service Retirement and Compensation Act,' effectively suspending planned pension cuts starting in 2024. Following the presidential promulgation, the Executive Yuan, the Examination Yuan, and the DPP legislative caucus separately filed for constitutional interpretation.

MOCS Minister Shih Neng-chieh stated in the legislature today that the ministry operates in accordance with the law, and if no constitutional ruling is issued before August 1, they will proceed with the payout of the differential amounts.

Regarding the broader impact on retired civil servants, Executive Yuan spokesperson Li Hui-chih noted that the Council of Grand Justices had already ruled in 2019 that the pension reform direction and methods were constitutional. She emphasized that the newly passed amendments significantly increase government fiscal burdens. The Executive Yuan continues to monitor the situation, prioritizing the stability of government operations while awaiting the Court’s final clarification.
