Taoyuan Longtan Phase III Expansion: Mayor Chang Sheng-chuan Announces Accelerated Development with Premium Compensation for Land Acquisition

(Central News Agency reporter Wu Jui-chi, Taoyuan, 17th) Taoyuan Mayor Chang Sheng-chuan announced today that a consensus has been reached with the Hsinchu Science Park Administration regarding the Longtan Phase III expansion project, authorizing the early initiation of land acquisition. The development will be accelerated through premium compensation and increased incentives for negotiated purchases, balancing residents' rights with balanced regional development.

In a press release issued by the Taoyuan City Government, Mayor Chang stated during a city council meeting after hearing a special report from the Department of Economic Development on "Central and Local Collaboration to Advance Longtan Phase III" that, in response to international competition in the semiconductor industry, the city has reached a consensus with the Hsinchu Science Park Administration. The Administration will be authorized to initiate land acquisition early to expedite development. Premium compensation and enhanced incentives for negotiated purchases will ensure that while the park drives the establishment of high-tech industries, it also safeguards local residents' rights and promotes balanced regional development.

The Department of Economic Development stated that the Longtan Science Park Phase III expansion covers a total area of approximately 104.19 hectares. Aligned with the "Taoyuan-Hsinchu-Miaoli Greater Silicon Valley Promotion Plan," it aims to attract high-tech industries such as semiconductors, net-zero technologies, and aerospace technologies. The project is expected to create over 6,000 jobs and generate an average annual output value exceeding NT$310 billion.

The Department added that the city has reached an agreement with the Hsinchu Science Park Administration to adopt a dual real estate appraiser assessment for land acquisition, using the higher valuation for negotiated purchases. The city will continue advocating for premium compensation, additional bonuses, and subsidies. Support measures including maintaining farmers' insurance eligibility, legal farmhouse reconstruction, tomb relocation, and factory relocation assistance will be provided to minimize development impacts.

Regarding critical industrial land planning, the Department mentioned that solutions have been proactively proposed through comprehensive urban planning reviews and public-private collaboration. These include the urban plan amendment for Pingzhen Shanziding, changing agricultural land to industrial zones (approximately 50 hectares), the second-phase expansion of the Yangmei Youshi urban development plan (approximately 126 hectares), and guiding private development of the Meilong Industrial Park (approximately 17 hectares). By integrating surrounding areas, a nationally comprehensive semiconductor advanced packaging corridor will be established.

On transportation infrastructure, the Department said ongoing efforts will continue to widen and construct new sections of Yongguang Road, Meilong Road, and Longxin Road. The city will also seek central government support for the "Science Park Connector Road," the "extension of the Xin-Meilong Expressway to Dayuan," and accelerate the planning of the "Xin-Meilong and Banlong Expressways." Additionally, the city will request the central government to provide interim resettlement housing and promote phased school relocations to protect local residents' livelihoods.
