The Sixth Branch of the Taichung City Police Department stated that the Xitun Police Station received a report at 6:30 a.m. on the 11th that a passenger car was stopped at the intersection of Qinghai Road and Henan Road in Xitun District, and the driver appeared to be unconscious.
The police arrived at the scene immediately and found that the 21-year-old man surnamed Chen did not respond at all to knocking on the window. To confirm the man's life safety, the officers broke the window and woke him up. Mr. Chen then said he felt "unwell" and had been unconscious on the road for at least about 15 minutes.
The officers found that Mr. Chen was confused and his speech was slurred, suspecting he was driving under the influence of drugs. The police seized prohibited items such as drug coffee packets from the car. A preliminary saliva test on Mr. Chen showed positive reactions for amphetamine and ketamine.
