Media reports questioned whether Yucheng Smart, the winning bidder for the Ministry of Health and Welfare's (MOHW) project to replace the information systems of 19 MOHW-affiliated hospitals with a 'next-generation medical system,' had a Chinese capital background. This concern arose after the MOHW Taoyuan Hospital's medical information system was hacked, yet Yucheng Smart continued to win bids at low prices. Shi Chong-liang, attending an event at Taipei Medical University this morning, stated that the information systems of all 26 MOHW-affiliated hospitals are outdated and are being gradually updated, including all information systems and HIS systems. "The procurements involved are transparent and open, executed in accordance with the Government Procurement Act, with no illegalities whatsoever," Shi Chong-liang emphasized. He stated that external accusations, upon investigation, were found to be baseless. He has instructed the MOHW Medical Affairs Bureau and the government ethics unit to thoroughly investigate, and if anyone deliberately slanders or spreads false information, legal action will be reserved and pursued according to law. The MOHW Affiliated Medical and Social Welfare Institutions Administration also issued a press release earlier, clarifying that Yucheng Company is not a Chinese-funded enterprise. Based on the Ministry of Economic Affairs' "Latest National Company List of Chinese Capital" and "Latest National Business List of Chinese Capital," it is confirmed that Yucheng Company is not a Chinese-funded enterprise. In terms of information security, the company passed ISO27701 personal data privacy certification and ISO27001:2022 information security management third-party certification in both 2024 and 2025. The MOHW Medical Affairs Bureau emphasized that Yucheng Company's information security is sound, as verified by third-party testing. According to the vendor's third-party test report, no simplified Chinese characters were found in the source code, the component list did not show any components produced in mainland China, and antivirus software scans found no suspicious files, indicating no information security concerns with the system. The MOHW Medical Affairs Bureau stated that investigations showed that out of 841 information procurement cases by Taipei Hospital in the past 8 years, Yucheng Company won only 12 cases (1.4%), not the nearly hundred cases rumored. This case is a major procurement, and all bidding and execution procedures strictly comply with relevant provisions of the Government Procurement Act and were reviewed and approved by external expert committee members in accordance with the MOHW's "Guidelines for Handling Major Procurement Cases."
