Takayama City in Gifu Prefecture, led by Mayor Akira Tanaka, is actively promoting the growth of its "related population." This initiative focuses on individuals who, through working and participating in local activities, build connections with the community and residents, eventually viewing Takayama as a second home or a place to return to.
As part of this effort and to assist local businesses in securing necessary labor, the city provides financial support to businesses that utilize private short-term recruitment matching services to hire individuals residing outside the Hida region. The subsidy covers a portion of the matching fees and costs associated with staying at local facilities.
What is "Related Population"?
This term refers to individuals residing outside the city who maintain a continuous connection, interest, or affection for the region—positioned between "tourists" (exchange population) and "permanent residents" (settled population). As Japan faces nationwide population decline and an aging society, these individuals are expected to contribute to regional revitalization by engaging with the community in diverse ways.
