On May 27, Kawanishi City in Hyogo Prefecture signed a formal agreement regarding disaster prevention measures for humans and pets with the All Japan Animal Specialty Education Association and the Pet Disaster Crisis Management Association (NPO).

In recent years, the coexistence of humans and pets during disasters has become a critical social issue. Many residents hesitate to evacuate due to anxiety about being separated from their pets, which leads to situations where individuals who should evacuate fail to do so, putting lives at risk.

Kawanishi City is actively promoting "Human and Pet Disaster Countermeasures" to ensure that no citizen avoids evacuation for pet-related reasons. The city aims to develop an environment where all residents—both pet owners and those who do not own pets—can evacuate with peace of mind and live together safely in shelters during emergencies.

The main components of the agreement include:

- Public awareness and educational activities for pet owners during normal times. - Procurement of necessary supplies for "accompanied evacuation" (evacuating with pets) during disasters. - Provision of expert advice and supervision regarding human and pet disaster management policies.
