本公司將以北海道分公司為中心，促進首都圈等地的專業人才與北海道內有潛力的創投企業共創，強力支援其挑戰全球市場及事業成長。
日本所需的創投企業與北海道的現況
目前，根據經濟產業省主導的「創投育成五年計畫」，日本設定了至 2027 年將對創投的投資額提升至 10 兆日圓規模，並在未來創造 10 萬家創投企業的宏大目標。截至 2026 年，尖端技術的社會實踐及全球獨角獸企業的創出，是左右日本國際競爭力的最重要課題。
北海道憑藉其廣闊的土地與豐富的資源，是日本糧食自給率超過 200%（以卡路里計算）的糧食基地。近年來，更以北海道太空港（大樹町）為中心發展太空產業，並擁有日本國內最大規模的可再生能源潛力。在此背景下，產官學合作組織「STARTUP HOKKAIDO 執行委員會」正致力於將北海道發展成為亞洲的創投島。
然而，要將此類深度科技（Deep Tech）及第一級產業的數位轉型（DX）擴展至全球規模，具備高度專業性（如 CFO、全球業務開發、智慧財產權策略等）的經營人才不可或缺，但區域內的人才招募卻成為成長的瓶頸。
此外，Circulation 於 2025 年 2 月開設北海道分公司，加速了企業課題的解決與成長推動。在本計畫中，Circulation 將運用其擁有的專業共享機制，針對北海道創投企業所面臨的高度經營課題，媒合並提供擁有最適經驗的專業人才進行陪跑支援，旨在加速事業成長並為北海道培育出獨角獸企業。
本計畫的具體措施
將從「J-Startup HOKKAIDO」選定企業等中挑選支援對象企業，並實施以下支援：
1. 經營課題的釐清與需求定義
Circulation 的顧問將與經營者對話，根據事業階段釐清最優先的課題（例如：海外市場開拓、IPO 準備、組織開發、行銷策略等）。
2. 媒合最適專業人才與組成團隊
從超過 30,000 名的專業人才資料庫中，挑選出最適合解決該課題的實務經驗者，組成專案團隊。
3. 透過陪跑支援達成成果
透過每週或每兩週一次的例行會議及實際執行支援，提供超越單純建議的實務協助。此外，本計畫所累積的知識與成功案例，將致力於回饋給北海道整體創投生態系。
