General Incorporated Association Charming Care (Ikeda City, Osaka; Representative Director: Mizuho Ishijima) will begin accepting general applications for its "Volunteer/Outsourcing Training Program" for high school and university students starting March 30, 2026. Concurrently, the program will become a mandatory participation requirement for existing parent ambassadors.
This program utilizes the Q-Care tool, independently developed by Charming Care, to record and visualize activity processes at fixed points. Having already launched a special program for students with specific needs on March 25, 2026, the organization is now expanding eligibility to include general students and parent ambassadors.

Background and Problem Awareness Since its establishment in 2019, the General Incorporated Association Charming Care has been working on appearance care and school reintegration support for children with illnesses or disabilities and their families. In 2021, it began employment support for parents. Through interviews with a total of 80 people and actual support efforts, the organization has accumulated the insight that sustainable employment is only achieved when the conditions of "full remote, self-paced, and utilizing gap time" are met. While supporting the "work" needs of parents, the issue of education and employment for children with illnesses or disabilities themselves became apparent. For students with specific needs, the existing part-time job market is centered on customer service and standing work, creating a completely different set of hurdles for children with physical limitations or hospital visit schedules. Furthermore, for students living in rural areas, there is a structural problem in that it is difficult to establish contact points for internships or social activities.
At the same time, changes in the university entrance examination environment are creating new disparities. According to a survey by the Ministry of Education, Culture, Sports, Science and Technology (FY2025), students admitted through comprehensive selection and school recommendation selection combined account for 53.6% of all university entrants, surpassing general selection. Comprehensive selection requires not only academic ability but also an assessment of "what experiences have been gained and what has been thought about," but opportunities to gain experience are not equally open to all students. These changes in the entrance exam environment are creating new inequalities based on the presence or absence of experience.
This program, utilizing Q-Care, is designed to resolve these issues.
Charming Care possesses a business environment where students can engage in practical work, such as conducting appearance care status surveys for local governments across the country, social media dissemination, and web media marketing. Believing that the power of young people is essential for future planned initiatives, the organization has decided to open its doors widely to general students as well.
Overview 1. Start of General Program Recruitment for Students Following the special program for students with specific needs (announced March 25, 2026), recruitment for the general program for high school and university students (25 years old and under) will begin. Participation is fully remote and available from anywhere in the country. An activity certificate will be issued upon completion of all five training sessions.

2. Mandatory Q-Care Training for Parent Ambassadors Starting this term, participation in this program will be a mandatory requirement for parents acting as Charming Care ambassadors. As a result, everyone involved with Charming Care, whether student or parent, will operate under a common mechanism that allows for the recording and verification of activity processes.
For ambassadors, this serves as an opportunity to visualize their past activities as "verifiable experience."
