WheeLog, a certified non-profit organization (Representative Director: Yuriko Oda) that creates a world where wheelchair users do not give up, launched a signature campaign on March 5, 2026, demanding the standardization of "zero steps" in all newly constructed stores.

Why signatures are needed now: The reality that about "1 in 3" new buildings has steps Currently, there is a "2,000 square meters (about two gymnasiums) wall" in Japanese building construction. Large-scale buildings are legally required to be barrier-free, but for smaller stores (such as restaurants, convenience stores, and hair salons), it is only a "duty to make an effort." As a result, even in newly built properties, steps are created at the entrance of about 1 in 3 stores. Once a building is constructed, it remains in the city for over 50 years. If we do not change the standards now, we will continue to leave "barriers" for the next generation.

Our Proposal We demand the following two points in all newly built locations: - To be able to "enter" without steps - To be able to "use" the inside

Met independent persons with disabilities at Kwansei Gakuin University and became involved in the independent living movement. Since 1991, at the Mainstream Association, he has worked on supporting the independence of people with severe disabilities, the transportation barrier-free movement, and creating a personal assistance system. Became Secretary General of DPI Japan in 2014, working on advocacy, promoting barrier-free access, etc. ▼ Current Positions: Secretary General, DPI Japan Chair of the Executive Committee, Japan Disability Forum (JDF) Member, MLIT Smooth Mobility Evaluation Committee Councilor, Kwansei Gakuin Educational Foundation

▼ Yuji Kato (Change.org Japan) Born in 1983. Completed the Master's Program at the Graduate School of Public Administration, International Christian University (MA in Public Administration). ▼ Yuriko Oda (Representative Director, Certified NPO WheeLog) Representative Director of Certified NPO WheeLog, Representative of NPO PADM (Distal Myopathy Patient Association). A person with severe disabilities diagnosed with the ultra-rare progressive muscle disease "Distal (GNE) Myopathy" in 2002 and "Multiple Sclerosis" in 2013. As the GNE Myopathy Patient Association, she contributed to realizing the world's first development of a therapeutic drug. Currently, while using a power wheelchair, she serves as a member of the MLIT Committee on Promoting the Use of ICT for Pedestrian Mobility Support, the MLIT Building Design Standard Follow-up Committee, the Tokyo Welfare Town Development Council, and a director of the Japan Association for Accessible Design. Driven by her own pain of "becoming unable to walk" and the social barriers of "not being able to go where I want to go," she is deeply involved in policy advocacy to the national and local governments from the perspective of a disabled individual to realize a "welfare-advanced Japan."

Comment from Representative Yuriko Oda "The excitement of a new store opening turns into resignation because of just a few centimeters of a step at the entrance. I don't want to repeat this experience anymore. To make the cities of the future 'kind places from the start,' we need to deliver your voices to the government. Also, in this briefing session, we have invited Mr. Satoshi Sato, Secretary General of the Certified NPO DPI Japan, to have a dialogue on the theme of 'barrier-free small stores.' I would like to delve into the significance of this signature campaign from various angles with Mr. Sato, who is leading the way as a disabled persons' organization. I hope this will be an opportunity to think together with everyone about the future of barrier-free access for small stores."
