CBASE Corporation (headquartered in Shinjuku-ku, Tokyo; Mikio Fukai, Representative Director and CEO), an HR survey cloud service provider with the mission of "Updating all people, organizations, and society through feedback and dialogue," has announced the publication of a report on its seminar held in March 2026, titled "How to Prevent Unconscious Harassment: Anti-Harassment Measures for Prevention, Awareness, and Behavioral Change Realized through 360-Degree Feedback."

Anti-harassment measures in companies have now become an important theme that goes beyond compliance and relates to organizational productivity, engagement, and management training. This seminar focused on "unconscious power harassment," a deep-rooted issue in the workplace, explaining "why it is difficult to take countermeasures" and delving into "how 360-degree feedback can be utilized for prevention, detection, and improvement."

Background of Implementation: The Ever-Increasing Harassment Issues and the Difficulty of Countermeasures In recent years, harassment issues in the workplace have expanded beyond power harassment and sexual harassment to include problems that span inside and outside the company, such as customer harassment. As values and work styles diversify, "gray" behavior occurs without malicious intent by the parties involved, and the situation where it is difficult for those around them to point it out makes countermeasures difficult.

In such situations, what is important is not only training and warnings but also a mechanism to "visualize" daily communication and management behavior, leading to awareness, dialogue, and behavioral change. Recognizing that use cases of 360-degree feedback as a means of systematizing this are increasing, we held this seminar in response to requests to systematically organize "what kind of issues are likely to occur in the workplace" and "how to specifically operate 360-degree feedback to lead to prevention and improvement."

Seminar Content ### The Reality of the Power Harassment Problem Regarding the social situation surrounding harassment, we showed that the number of individual labor disputes has been on an upward trend over the past 10 years, and among them, consultations regarding "bullying and harassment" are increasing. On the other hand, what makes the problem even more complex is that in many cases, the perpetrators themselves are unaware of their actions. This is the so-called "unconscious power harassment = gray zone problem," and survey results were introduced showing that about half of power harassment perpetrators fall into this category.

### Breaking Down Unconscious Harassment We organized the difficulty of measures against unconscious harassment by dividing them into three processes: "prevention and detection," "fact-checking," and "preventing recurrence and improvement."

### How to Utilize 360-Degree Feedback for Anti-Harassment Measures We explained anti-harassment measures utilizing 360-degree feedback to address these issues. 360-degree feedback is not a mechanism for ability evaluation, but a "mirror to know oneself at work," and something that "visualizes the habits of daily behavior."

Harassment problems often lie hidden in words and actions that have become "normal" to the person in question. Therefore, they cannot be fully grasped by the self-awareness of the boss alone, and can only be seen through the perspectives of those working around them. 360-degree feedback is exactly a mechanism to visualize this gap and prompt the person's awareness.

In addition, in "CBASE 360°," it is possible to utilize "comment analysis by AI" for prevention and detection. We explained specific utilization methods and comment trends.

Anti-harassment measures can be said to be defensive measures, and at the same time, opportunities to improve the quality of management involvement and organizational dialogue. Since there are an increasing number of cases where 360-degree feedback is utilized and linked to human resource development and organizational development, please contact us if you have any concerns.
