### **● Overview / Toward Solving Social Issues** As the working-age population continues to decline toward 2040, the active job opening ratio in the nursing care industry reached 4.08% (*) in fiscal year 2024, significantly exceeding the 1.14% average for all occupations. The industry has entered an era of "talent competition" from one of "hiring difficulties." Cases where businesses cannot operate solely by hiring Japanese staff are increasing, and the utilization of foreign nursing care talent is no longer just an option, but a core management strategy.

On the other hand, many facilities face challenges in accepting foreign staff, such as "they don't stay after being hired," "on-site guidance is not going well," or "there is a risk of accidents due to communication barriers."

This seminar will explain concrete measures for the recruitment, retention, and workforce development of foreign nursing care talent. It will cover both management and on-site perspectives, considering recruitment costs and retention rates, while also addressing trends in new systems such as the "Training and Employment" system scheduled to begin in April 2027, the predicted impact of transitions from the Technical Intern Training Program, and the benefits of entering via the Specified Skilled Worker status from the start.

Furthermore, we will share points on organizational development to become a "preferred employer" by utilizing methods based on the cultural and religious characteristics of talent from Indonesia and Nepal—where recruitment is particularly active due to their large labor force and high level of cooperation—as well as instructional techniques using "Easy Japanese" that can be immediately practiced on-site.

Since starting our nursing care business in 1999, our company has developed home-based and facility-based nursing care services nationwide. Since 2019, we have accepted technical interns, and since September 2020, we have launched a Specified Skilled Worker registration support business. We have provided recruitment, education, and employment support for a total of 900 foreign nursing care workers to over 300 corporations and facilities (including those operated by Human Life Care). Simultaneously, we have actively promoted the acceptance of foreign talent at our own facilities, with 168 individuals employed as of March 2026, focusing on nurturing them into "talent capable of carrying the future of the nursing care industry."
