Background ── Draft of Regional Future Strategy Announced on June 30, Reiwa 8
The draft of the "Regional Future Strategy," which the Regional Future Strategy Headquarters of the Cabinet Secretariat planned to finalize in the summer of 2026 under the Takaichi administration, was released on June 30. The draft outlines an implementation framework centered on three types of cluster plans, building upon the Comprehensive Strategy for Regional Revitalization (Decided by Cabinet on December 23, Reiwa 7), with an emphasis on achieving a "strong economy."
1 Strategic Industry Cluster Plan
2 Regional Industry Cluster Plan
3 Local Industry Growth Plan
Positioning of this Revision ── Immediate Response Following the Draft Announcement
The first edition of this report (v1.2) was released in May Reiwa 8, with the timing in mind of being "just before the finalization of the Regional Future Strategy." This v2.0 is a government draft-compatible version revised in approximately one week, following the announcement of the draft on June 30, Reiwa 8.
The objective is to provide this report to local government sites that have entered the policy implementation phase, with the content of the draft accurately reflected.
Main Updates in v2.0
1 Unification to Official Terminology in the Government Draft
2 Type: "Prefectural Governor-Led Cluster" → "Regional Industry Cluster Plan"
3 Type: "Growth Plan for Local Industries" → "Local Industry Growth Plan"
2 Refinement of KPI Target Year
The target year for the growth rate of added value labor productivity "above the Tokyo metropolitan area" is unified to 2030, in line with the government's logic model.
3 Addition of Revision Notes
A new section, "Regarding the v2.0 Revision," has been added at the beginning of the main text. It transparently discloses which strategies, formulated as "planned" at the time of v1.2, have been finalized in the draft or require refinement.
4 Expansion of References
"Regional Future Strategy (Draft)" (June 30, Reiwa 8, Regional Future Strategy Headquarters, Cabinet Secretariat)
"Policy Package for Regional Future Strategy" (June 24, Reiwa 8, Decision of the Meeting of Vice-Ministers, etc.)
The number of government official documents referenced has been expanded from 8 to 10.
Positioning of this Report
"Regional AX: Regional Economic Policy Report for the Era of Regional Revitalization 2.0" is a policy report that provides an implementation methodology for local government heads, executives, and council members to formulate regional AX strategies in preparation for the Reiwa 9 budget formulation.

Background of this Report ─ Regional Economic Policy by Revenue Evolution AI
The theoretical pillar of this report lies in the concept of "Revenue Evolution AI," systematized in Yoichi Aso's "Theory of Revenue Evolution AI" (published by Ambitions Inc. in May 2026). Unlike "Efficiency AI," which aims to streamline existing operations, Revenue Evolution AI refers to the utilization of AI to "create new forms that do not yet exist."
The impact KPI set forth in the Comprehensive Strategy for Regional Revitalization, "Growth rate of added value labor productivity per worker outside the Tokyo metropolitan area: above the Tokyo metropolitan area (2030)," is a goal that cannot be achieved solely through the streamlining of existing operations. Therefore, the central logic of this report is that regional economic value creation, i.e., regional AX accompanied by Revenue Evolution AI, is necessary.
