**Story:**
Conan, Ran, Sonoko, and Kogoro are heading with the bike-loving Masumi Sera to the 'Kanagawa Motorcycle Festival' in Minato Mirai, Yokohama. Suddenly, a mysterious, rampaging 'black bike' appears, jumping over their car. Chasing it is Kanagawa Prefectural Police Traffic Officer Chihaya Hagiwara, the 'Goddess of the Wind' Ran once saw.
