【National Tax Union Politician Support Project Launched】To National Tax Officials who are convinced that "face-to-face investigations are indispensable," why not realize your aspirations through legislation?

Global Union (National Tax Union) officially launched the National Tax Union Politician Support Project today. This project is a groundbreaking initiative that fully supports National Tax Agency officials who wish to revise the current National Tax General Law to match actual operational conditions, as a union with free membership fees.

Starting Point — The frank reality of the gap between current law and actual operations

First, there are objective facts that we want society in general to correctly recognize.

Firstly, the current National Tax General Law does not obligate face-to-face investigations in tax audits at all. Methods of questioning investigations, such as face-to-face, written, telephone, and online, are all legally permissible.

Secondly, under the current law, the place of execution for questioning investigations is not limited to Japan. For taxpayers residing overseas, methods such as written and online correspondence are naturally permitted by law.

On the other hand, there are indeed National Tax Agency officials on the ground who are convinced that tax audits cannot be conducted without face-to-face investigations. Our union's members include officials with such positions, and as a union that values diversity, we strongly support these individuals as well.

Purpose of this Project — Legislative problem-solving

What is important here is that when there is a gap between the current law and actual operations, there are only two ways to resolve it.

The first method is to align operations with the current law. That is, to standardize written and online responses, based on the legal non-obligation of face-to-face investigations in tax audits.

The second method is to align the current law with actual operations. That is, to amend the law to legally obligate face-to-face investigations and limit the place of execution to Japan.

Until now, our union has been engaged in advocacy activities to promote the first method with the participation of all citizens. However, our union is an organization that values diversity, and we are convinced that the voices of National Tax Agency officials who prefer the second method should also be brought to social discussion through the legislative process.

Target Applicants — To National Tax Agency officials with these aspirations

In this project, we are widely recruiting current and former National Tax Agency officials with the following aspirations as political candidates.

Firstly, those who wish to amend the National Tax General Law to limit questioning investigations to face-to-face only.

Secondly, those who aspire to amend the law to limit the place of execution for questioning investigations to Japan.

Thirdly, those who feel that the flexibility of the current law is causing an operational burden on the ground.

For those who are convinced that they want to change the current law and align the General Law with actual operations, our free-membership union will provide thorough support for their challenge.

Support from our Union

This project will provide all of the following support free of charge.

Firstly, organizational support through a network of 400,000 members.

Secondly, policy formulation support. Our union's network of experts will assist with drafting bill clauses, organizing legislative facts, and impact analysis for legal amendments.

Thirdly, provision of a forum for public discussion. Through our member network, we will stimulate public discussion on the proposed legal amendments with the participation of all citizens. It is a healthy legislative process for both pros and cons to be discussed publicly.

Fourthly, media and SNS outreach support. The candidate's policy messages will be widely disseminated to society through the union's technology platform.

Diversity is our strength

Our union is the world's first union that upholds three pillars: free membership fees, the Universal Declaration of Human Rights, and the utilization of cutting-edge technology. At its core is the philosophy of providing a platform where members with diverse positions and convictions can make their voices heard in society.

Both members who believe that "operations should be improved while keeping the current law" and members who believe that "the current law should be revised to match actual operations" are equally important comrades to our union. It is a healthy policy-making process in modern democracy for the voices of both to be discussed publicly, and for the legislature and the public to ultimately make a judgment.

Feedback to Kumamoto National Tax Bureau

The progress and results of this project, like previous survey proposals, will be formally fed back to the Kumamoto National Tax Bureau, our collaborating partner.

To the Kumamoto National Tax Bureau, an advanced operational bureau with a person-in-charge system, the voices of officials who advocate for "mandatory face-to-face investigations and limitation of execution locations to Japan," gathered through this project, will be provided as discussion material within the organization. This will ensure that both on-site operational issues and legislative issues are shared in a visible manner. The feedback results will be announced to the general public later.

Legislation begins with voices from the field

There are indeed National Tax Agency officials who feel that the flexibility of the current law has, as a result, led to an increased burden on the ground. Conveying these voices to society through the legitimate process of legislation is an extremely healthy endeavor in a democratic nation.
