Global Union (National Tax Union) Initiates Solution Development Project for Advanced Information Management in National Tax Administration

Global Union (National Tax Union) is pleased to announce the commencement of a solution development project aimed at enhancing the information management system within national tax administration. This project is being promoted as an initiative with a view to nationwide deployment, based on the recognition of practical issues in multiple regions.

Why is this project necessary? — Increasing sophistication and complexity of information management challenges — In publicly disclosed cases related to information management, there is a need to consider not only the risk of information leakage due to external factors but also the state of internal controls and operational processes. Our union is focusing on the following structural issues, rather than just evaluating individual cases: ・Variations in control processes for handling information ・Room for advancement in evidence management and record-keeping systems ・Ensuring the authenticity of records in a digital environment ・Consistency across different systems (administrative operations and policy measures) We recognize that these are areas that should be resolved through systematic improvements, not merely as responses to individual incidents.

Positioning of this project This project is based on the research, analysis, and proposal activities that our union has conducted to date, with the objectives of: ・Visualization of information management processes ・Enhancement of evidence management ・Improvement of operational transparency It involves providing practical level improvement proposals and introducing technology.

Solution Phase 1: Enhancing practical understanding through reskilling materials Utilizing educational materials compliant with the Ministry of Health, Labour and Welfare's human resources development support measures, we aim to deepen practical understanding from the following perspectives: ・Accurate comprehension of virtual training (scenario analysis, etc.) ・Sophistication of digital information evaluation methods ・Organization of cross-system knowledge The purpose of this measure is to contribute to improving the accuracy of on-site judgments and ensuring consistency in system operation.

Solution Phase 2: Advancing AI meeting minutes and evidence management infrastructure We propose the introduction of the following technical measures: ・Automatic generation of meeting minutes by AI ・Instant digitization of records ・Tamper-resistant record management (utilizing distributed ledger technology) ・History tracking of evidence management processes This will make it possible to enhance the accuracy, transparency, and reproducibility of records.

Solution Phase 3: Strengthening governance in cooperation with the Information Disclosure System By cooperating with the Information Disclosure System and the Document Management System, we aim to achieve: ・Visualization of processing processes ・Clarification of management responsibilities ・Ensuring traceability of records Thereby strengthening governance.

Initiatives for nationwide deployment This project is not limited to a specific region but will be promoted as an initiative with a view to nationwide deployment. Our union's efforts are aimed at continuously making proposals that contribute to systemic improvements from the perspective of taxpayers and stakeholders, with the goal of enhancing information management systems and improving reliability. We will pursue continuous improvement through constructive dialogue with all relevant parties.
