Rapid Increase in Child Victimization and the Enforcement of the "Child Sexual Violence Prevention Act" in December 2026

Source: Based on the National Police Agency's "Status of Juvenile Delinquency and Child Sexual Victimization" (2025)

The "Children and Families White Paper 2026," an annual report based on the Basic Act for Children, reports on the serious reality of sexual violence against children, with the number of arrests for child prostitution and other offenses reaching a 10-year high. Victimization originating from social media is particularly noticeable, with the number of elementary school victims in 2025 being approximately four times that of 10 years prior. A preventive approach starting before school age is now an urgent societal necessity.

Amidst this situation, the "Child Sexual Violence Prevention Act (Act on Measures for the Prevention of Sexual Violence Against Children by School Operators and Private Education and Childcare Providers, etc.)," enacted in June 2024, is scheduled to come into effect on December 25, 2026. As the nation promotes the obligation for businesses to prevent sexual violence and fosters momentum, Doronko Kai Group's long-standing crime prevention and education system, implemented ahead of legislation, has garnered attention as an advanced example, leading to its inclusion in this white paper.

Representative's Comment

Childcare That Protects Children's "Bodies and Lives," Woven by Approximately 3,000 Staff Nationwide

Aika Yasunaga, Chairperson of Doronko Kai Group

For the past 23 years, since I was a principal on the front lines, I have continued sex education and system development with the wish of "raising children without lies or deception." Although there was fierce opposition from parents in the past, if the practices, which I have carefully addressed without looking away, can now gain the approval of the nation and society with the enforcement of the Child Sexual Violence Prevention Act and be referenced, there would be no greater joy.

The establishment of the manual was essential for all childcare workers, including veterans, to break away from "what was previously taken for granted" and to establish a correct common understanding. What childcare workers must never forget is the perspective that "children will suddenly fly out into the wider world from the nursery in six months." By always imagining the outside world in their daily childcare, proper education is provided in daily life, and as a result, children themselves develop the ability to protect their own "bodies and lives."

Currently, there are approximately 3,000 staff members nationwide. I feel a renewed sense of responsibility to ensure that every single staff member shares this sentiment and can work on it without any disparity in enthusiasm.
