Background of the Opening of the New Base (Center)
As the number of empty houses continues to increase nationwide in Japan, concerns related to empty houses due to parents moving into facilities or inheritance are rapidly growing. The Center has received a cumulative total of over 16,200 consultations from across the country (as of 2025), and in recent years, there has been a significant increase in consultations from individuals who own empty houses in the Kansai area or who live in Kansai and are troubled by empty houses in distant locations.
To provide even more localized, prompt, and thorough support for concerns such as "difficult to sell," "unable to reach an agreement on utilization among relatives," and "cannot manage due to distance," we have decided to establish a new consultation base in Osaka.
Main Roles and Services of the Osaka Base
The new Osaka base will contribute to solving empty house problems in the Kansai area through the following functions:
1. Empty House One-Stop Consultation Service (Free Consultation)
We will listen to the concerns of our clients and, from a fair and neutral standpoint, propose the most suitable options tailored to the condition of the empty house and the client's circumstances, including inheritance, sales, demolition, utilization, and household goods disposal.
2. Expansion of "Empty House Peace of Mind Management Service" during the Resolution Period
It often takes a long time to resolve empty house issues. We will strengthen our management service system to prevent buildings from falling into a state of severe deterioration that could lead to them being designated as neglected empty houses while awaiting resolution.
3. Strengthening Collaboration with Trusted Local Experts and Partner Businesses
We will strengthen our network with excellent real estate agents, demolition companies, and professionals (lawyers, judicial scriveners, etc.) active in the Kansai area to provide one-stop support that reduces the burden on clients from consultation to resolution.
4. Promoting Collaboration with Local Governments
Leveraging our expertise in collaborating with local governments nationwide, we will deepen our cooperation with municipalities in the Kansai region, including Osaka Prefecture, and promote initiatives for empty house countermeasures and prevention of their occurrence.

The Specified Non-Profit Corporation Empty House and Vacant Land Management Center is a comprehensive consultation service dedicated to resolving all issues related to empty houses in a one-stop manner. Established in 2013 with the goal of eliminating "neglected empty houses" which have become a social problem, we have provided consultations on empty houses totaling over 16,200 cases to date.
The Center, along with partner businesses nationwide, provides empty house management services in 686 municipalities (as of March 2026), in addition to its consultation services. In April 2024, we began operating the "Tokyo Metropolitan Government Empty House One-Stop Consultation Service" under contract with the Tokyo Metropolitan Government, and we are currently collaborating with 26 municipalities.
Furthermore, the Center has established a system where specialized staff with expertise in empty house issues serve as contact points, coordinating with real estate companies, demolition companies, reform companies, judicial scriveners, tax accountants, etc., to provide a one-stop response and offer a consultation environment free from client burden, anxiety, and distrust.
We also engage in awareness-raising activities through seminars and events on the prevention of empty houses, their effective utilization, and proper management, and offer free consultations on inheritance, sales, rentals, and management.
