Diagnostic Results Output:


1. Assessment Value Appropriateness Score (4 levels from A to D)

The input assessment value is cross-referenced with public land prices and road prices within the same ward, and its appropriateness is displayed as a score. Property tax assessment values are generally set at approximately 70% of public land prices, and the score is calculated based on the degree of deviation from this standard.


2. Ward-specific Assessment Value Trend Report

Displays the assessment value trend for the selected ward. For example, in Kita Ward and Chuo Ward (city center), where commercial and residential areas are mixed, cases where changes in land use classification affect assessment values are noted. In Suminoe Ward and Konohana Ward (waterfront areas), the possibility of land price fluctuations due to Expo-related development is indicated as a note.


3. Building Depreciation Check over Time

Checks whether the depreciation adjustment rate by structure over time has been appropriately applied to the building's assessment value. For older condominiums (RC and SRC structures), the depreciation of the building portion over time may not be fully reflected in the tax statement, in which case it will be displayed as "Requires Confirmation."


4. Analysis of Overpayment Risk Factors

If there is a possibility of overpayment, a list of potential factors (e.g., unreflected changes in land use classification, unapplied small-scale residential land special exemption, insufficient depreciation over time) will be displayed.

The assessment value check in this tool combines the following data sources and logic:


  • Public Land Price Data: References public land prices announced annually by the Ministry of Land, Infrastructure, Transport and Tourism, by ward.
  • Road Price Data: Regional road price levels based on the National Tax Agency's road price maps.
  • Depreciation Adjustment Rate Table over Time: Adjustment rates by structure and age as stipulated in the Ministry of Internal Affairs and Communications' fixed asset valuation standards.
  • Determination of Residential Land Special Exemption: Application determination for small-scale residential land (taxable standard amount 1/6) under 200 sqm and general residential land (taxable standard amount 1/3).
