Diagnostic Results:

1. Assessment Value Validity Score (A to D)

It displays a score on the validity of the entered value by checking it against official land prices and route prices in the same ward. The property tax assessment is generally set at about 70% of the official land price, and the score is calculated based on the deviation from this standard.

2. Ward-Specific Assessment Value Trend Report

It displays the assessment trend for the selected ward. For example, it notes that in central wards like Kita and Chuo, zoning changes can affect values due to the mix of commercial and residential areas. In bay area wards like Suminoe and Konohana, it flags potential land price fluctuations from Expo-related development.

3. Building Depreciation Check

It checks if the age-related depreciation rate has been correctly applied to the building's assessed value based on its structure. For older condos (RC/SRC), depreciation may not be fully reflected, in which case it will be flagged as "Needs Confirmation."

4. Overpayment Risk Factor Analysis

If an overpayment is possible, it lists potential reasons, such as unreflected zoning changes, non-application of the small residential land exemption, or insufficient depreciation.

The tool's assessment check combines the following data sources and logic:

• Official Land Price Data: Refers to the official land prices published annually by the Ministry of Land, Infrastructure, Transport and Tourism, by ward.
• Route Price Data: Regional route price levels based on the National Tax Agency's maps.
• Depreciation Rate Table: Correction rates by structure and age as defined in the Ministry of Internal Affairs and Communications' property valuation standards.
• Residential Land Exemption Judgment: Determines the application of exemptions for small residential land (up to 200m², 1/6 tax base) and general residential land (1/3 tax base).
