Mycat Inc. has launched a new "Filing Checker" for the transportation industry on its "Kyoninka Navi" permit search service. This tool helps trucking operators, especially small and medium-sized businesses, manage the increasing complexity of official filings following the new "2024 Problem" overtime regulations. Background: The Growing Complexity of Transportation Filings
Since April 2024, an annual 960-hour cap on overtime has been applied to professional drivers. In response to this so-called "2024 Problem," an increasing number of businesses are reviewing their operational management structures and changing their vehicle counts, leading to a rise in the type and frequency of required government filings.
According to the Japan Trucking Association, there are approximately 62,000 trucking operators in the country, over 99% of which are small and medium-sized enterprises. For businesses that do not have a dedicated administrative department, managing multiple filings by their deadlines is a significant burden.
How the New Tool Works
The Transportation Business Filing Checker automatically determines the necessary filings simply by having the operator input basic information and the latest changes to their business.
Input Fields
- Type of permit (General Freight / Specific Freight / Light Freight)
- Date permit was granted
- Number of vehicles
- Number and location of business offices
- Changes within the last year (vehicle count, offices, officers, operation managers)
Check Results
- A list of required filings (including where to submit, deadlines, and attached documents)
- Alerts for expired or soon-to-expire filings
- The next permit renewal date (every 5 years)
- The filing deadline for the annual business performance report
Filings Requiring Special Attention Due to the "2024 Problem"
Change of Operation Manager Filing
If you increase or change operation managers to comply with overtime regulations, a filing is required within 30 days.
Change in Number of Vehicles Filing
If you reduce your vehicle fleet due to difficulties securing drivers, a prior notification is required. Dropping below the minimum vehicle requirement (5 vehicles) is grounds for permit revocation.
Standard Fares Filing
Operators are required to collect appropriate fares based on the "Standard Fares" published by the Ministry of Land, Infrastructure, Transport and Tourism. The checker can also be used to confirm the filing status of your fare schedule.
We encourage all transportation business operators to use the filing checker to confirm their current filing status.
* This service is not a proxy application service as defined by the Administrative Scrivener Act. Please consult a professional, such as an administrative scrivener, for official filings.
