Momo Co., Ltd. (Headquarters: Kobe City, Representative Director: Masato Otsu, hereinafter "Momo") has added a new function to "Vital Palette," its safety management solution for workers, which integrates on-site WBGT (Wet Bulb Globe Temperature) environmental data, and will begin offering it today. This product, which previously assessed heatstroke risk solely based on individual vital data (heart rate, etc.), can now evaluate risk from both personal vitals and on-site environmental conditions. One year after the enforcement of the revised Industrial Safety and Health Regulations (effective June 2025), this update supports the securing of effectiveness required at work sites.
Overview of New Functions: Three Components
### [1] Automatic Switching of WBGT Thresholds by Work Intensity (ISO 7243 Compliant)
- Rest to light work: 33℃ / Moderate: 28℃ / Strenuous work: 25℃ - Clothing correction (thick workwear +1℃, protective clothing +5℃) supported - Thresholds can be set for each worker within the same site
### [2] Automatic Recommendation of Break Times Based on Exceedance Level
- Compliant with Ministry of Health, Labour and Welfare's "Basic Guidelines for Heatstroke Prevention in the Workplace" (Source: ACGIH TLV) - +1℃ exceedance: 15 minutes/hour, +2℃: 30 minutes/hour, +3℃: 45 minutes/hour - +4℃ or more: Work stoppage recommended
### [3] Independent Assessment of Personal Vitals and On-site Environment
- Independent assessment of heart rate status (individual thresholds based on age) and WBGT threshold exceedance - Appropriate alerts issued even if only one of the conditions is exceeded - Fall detection also implemented using rapid decrease in step count as a supplementary indicator
Background of Development: One Year Since Revised Safety and Health Regulations, On-site Challenges, and Effects of This Update
One year has passed since the enforcement of the revised Industrial Safety and Health Regulations in June 2025, and securing the effectiveness of health hazard prevention measures in hot environments has become an urgent issue. The following challenges have become apparent at work sites:
- Uniform WBGT thresholds cannot reflect work intensity or individual differences. - Many existing systems do not allow individual threshold settings, leading to excessive alerts for some workers and no alerts for others, making them impractical for on-site use. - Monitoring heart rate alone cannot capture the risk of sudden changes in the on-site environment. - Third-party management tends to remain a formality.
This update brings the following effects to these challenges:
### [Reduction of Industrial Accident and Process Stoppage Risks]
- Achieves both preventive alerts for individual workers and overall situation awareness of the site. - Moves beyond formal compliance, supporting the effective implementation of the revised Industrial Safety and Health Regulations.
### [Opportunities for Technical Proposals in Public Works]
- Expected to broaden the scope of proposals for contractors by being utilized as a technical proposal in comprehensive evaluation methods.
### [Reduced Burden of Introduction Due to MLIT's FY2025 Cost Estimation Revision]
- From FY2025, for direct civil engineering works under the Ministry of Land, Infrastructure, Transport and Tourism, design changes (increased appropriation) for heatstroke prevention costs within the framework of on-site environmental improvement expenses became possible. - Introduction costs for Vital Palette may also be appropriated under this system, depending on the project and the client's judgment.
Service Overview
