hoka Inc., provider of the cloud-based insurance agency system “hoka,” announced that 32 insurance agencies using its system have been named certified agencies under the Life Insurance Association of Japan’s Agency Business Quality Evaluation Program, after meeting all basic items in the survey for multi-insurer agencies. The company has been developing products that help improve sales solicitation quality and strengthen compliance, with the goal of creating a society where everyone can access insurance properly and appropriately. hoka said it will continue enhancing product development and customer support so insurance agencies can not only respond to regulatory requirements but also build management environments that allow them to plan and execute their next strategic moves. hoka will host an offline user roundtable on May 29, 2026, at Fi GATE KAYABA in Tokyo, inviting hoka users that received certification. The seminar, titled “What did certified agencies change in their organizations?”, will cover practical approaches to monitoring, deficiency management, evidence design, management decisions, organizational structure, and day-to-day operations. The Agency Business Quality Evaluation Program was established by the Life Insurance Association of Japan in 2022 as an indicator for consumers choosing suitable insurance agencies. Under the fiscal 2025 standards, agencies are evaluated against a rigorous checklist of about 200 items across four categories: customer service, after-sales follow-up, personal information protection, and governance. Only agencies that meet all items are certified. A total of 124 agencies were certified in fiscal 2025. Of these, 32, or about 25%, were companies using hoka. The company also noted that roughly 80% of its certified users received certification through renewal surveys, demonstrating that hoka contributes to the continuous operational practices needed to maintain certification. Ishino, executive officer and head of the agency business division at hoka, said the company is honored that many of its users received business quality certification. The fact that about one in four certified agencies uses hoka reflects the system’s adoption by agencies seriously committed to improving solicitation quality. hoka said it will continue working with agencies that aim to meet quality standards and expand the value they provide to customers, while helping address broader industry challenges. Several certified hoka users also shared comments. Southern Link said hoka enables centralized and effective information management, especially for non-life insurance customers with frequent maintenance and accident-response interactions. Hoken no Zenbu said it introduced hoka in November 2021 to track and manage evidence of customer communication history, and has since built an efficient management system using additional features. Rick said hoka helps record processes such as needs assessment, comparative recommendations, specified contracts, and solicitation for elderly customers in a proper, reliable, and standardized way that can be checked by third parties. Ryuseki Life Support said hoka initially improved sales efficiency through centralized customer data and maturity management, and now also serves as a key compliance foundation. hoka is a customer and contract management service mainly for insurance agencies. It centralizes information from prospects through policy maintenance and supports aggregation and analysis. Since its launch in 2018, the service has expanded its customer base and, in 2022, achieved adoption by agencies and branches across all 47 prefectures in Japan. hoka emphasizes ease of use, flexible customization, support capabilities, and product updates based on the needs of insurance solicitors, helping streamline administrative work that has increased alongside revisions to Japan’s Insurance Business Act.
