BULL Inc. Participates as the Sole Japanese Company in International Workshop Hosted by Politecnico di Milano and ESA, Presenting Industry Perspectives on PMD Policy Implementation

BULL Inc. (Headquarters: Utsunomiya City, Tochigi Prefecture; Representative Director and CEO: Kyoshi Uto; hereinafter "BULL") participated in the international workshop "Second Space Capacity Allocation For The Sustainability Of Space Activities Workshop," held from June 3 to 5, 2026, at Politecnico di Milano in Milan, Italy. BULL delivered a presentation on industry perspectives regarding the implementation of Post-Mission Disposal (PMD) policies aimed at reducing space debris.

This presentation was co-authored by BULL and Tokio Marine & Nichido Fire Insurance Co., Ltd., a space insurance underwriter. The talk addressed key issues necessary for the societal implementation of PMD policies, drawing on the perspectives of a company developing PMD devices and incorporating insights from space insurance and risk management.

The presentation was delivered by Masakazu Koyanagi, VP of Corporate Development at BULL SAS (BULL’s European subsidiary) and Head of Corporate Planning at BULL Inc. Notably, BULL was the only company from Japan to participate in this workshop.

## Workshop Overview

The "Second Space Capacity Allocation For The Sustainability Of Space Activities Workshop" is an international workshop hosted by Politecnico di Milano (PoliMi), the European Space Agency (ESA), Consiglio Nazionale delle Ricerche (CNR), and the European Conference for Aerospace Sciences (EUCASS). It was held from June 3 to 5, 2026, at Politecnico di Milano in Milan, Italy.

The workshop brought together space agencies, research institutions, regulatory authorities, and private enterprises to discuss topics such as the sustainability of space activities, space environment capacity, space debris mitigation policies, orbital usage frameworks, and legal and economic challenges.

Key speakers included the NASA Chief Scientist for Orbital Debris and Program Manager of the NASA Orbital Debris Program Office, the Chief Sustainability Officer of the European Space Agency (ESA), a Policy Officer and Sustainability Expert from the European Commission’s Directorate-General for Defence Industry and Space (DG DEFIS) involved in the IRIS² Satellite Program, experts from the United Nations Office for Outer Space Affairs (UNOOSA) working on Space Traffic Coordination, and specialists from the Italian Space Agency involved in SSA/SST.
