At the same time, enforcement risks are increasing, as evidenced by the first major penalty case announced in September 2025 against a Chinese local subsidiary of a foreign company for violating procedures related to cross-border transfer of personal information to its head office. In other Asian countries, India has enacted the DPDPA (Digital Personal Data Protection Act), requiring compliance by May 2027, and Vietnam will apply a new personal data protection law from 2026, replacing the conventional personal data protection decree. These are significant revisions in jurisdictions of high business importance to Japanese companies.
