Matsuo Research Institute Co., Ltd. (Location: Bunkyo-ku, Tokyo, Representative Director: Toshiyuki Kawakami, hereinafter "Matsuo Research Institute") and Healthcare Systems Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo, Representative Director: Hisao Yamada, hereinafter "Healthcare Systems"), part of the Kenei-kai Medical Group, have learned from vast text and audio data, including the works, lecture records, and meeting remarks of Setsuo Takekawa, Chairman of Kenei-kai Medical Group, to develop a person-replication AI model "Chairman AI" that reproduces his thoughts, speaking style, and management decision-making process. We are pleased to announce that the practical application within the Kenei-kai Group began in April 2026.
Background and Objectives
Currently, a common management challenge in many organizations in Japan is how to pass on the management philosophy, principles, and tacit knowledge that founders and top executives have built over many years to the next generation. In particular, in the medical and nursing care fields, the "empathy towards the philosophy" of each staff member directly impacts service quality and organizational culture. However, staff members with diverse roles and values are required to make judgments daily in different situations. There were limitations to top executives, who are extremely busy, fully disseminating their philosophy to every corner of the organization in their own words.
Matsuo Research Institute believes that generative AI technology can be an effective solution to such challenges of "inheriting human knowledge and philosophy." Personalized LLM technology, which reproduces a person's thoughts and speaking style from a large amount of text and audio data such as their works, lectures, and remarks, has the potential to transform the inheritance of philosophy from "learning by reading" to "experiencing through dialogue."
The Kenei-kai Group, which supports regional medical care with 9 hospitals, 1 clinic, 12 nursing care facilities, and 45 nursing care offices mainly in Eastern Japan, became the stage for putting this concept into practice. The group positions the dissemination of the management philosophy and decision-making processes built by Chairman Takekawa to each staff member at the site as an important management theme. As the awareness of the challenges of the three parties aligned, the joint development of "Chairman AI," which learned the Chairman's management philosophy, principles, and messages, was initiated.
This system enables staff members to proactively learn and deepen their understanding of the philosophy and values through dialogue with Chairman AI. We aim to create a new model case for organizational communication utilizing generative AI for the universal challenge of philosophy inheritance.
Technical Overview
This system integrates AI technologies for speech recognition, response generation, and speech synthesis to generate real-time responses that reflect the Chairman's own speaking style, expressions, and values to user questions and instructions (Figure 1).
For response generation, RAG (Retrieval-Augmented Generation) technology is employed to search for relevant information from the Chairman's works, New Year's messages, and various lectures, enabling the generation of responses that are characteristic of him. Furthermore, by developing a unique workflow that generates long speeches of up to approximately 20,000 characters with high accuracy within a specified character count and time, it can be used as-is for morning assemblies and lectures during training.
In speech synthesis, by learning from audio data that has undergone proprietary noise reduction and cleansing processing, the Chairman's own voice quality and speaking style are naturally reproduced.
From October 2025, a PoC system built on a cloud environment was temporarily operated within Kenei-kai, and 101 pieces of feedback were obtained from approximately 20 monitors. Through continuous performance improvement reflecting this feedback, quality suitable for practical operation was achieved (Figure 2).

Development Achievements
In this project, approximately 1.8 million characters of text data and about 26 hours of audio data were used for learning, realizing response generation that reflects the Chairman's own speaking style, expressions, and values. Subjective evaluations by approximately 20 people, mainly managers, also highly praised the "Chairman-likeness."
Since April 2026, the operation of Chairman AI has commenced on a cloud environment for the staff of the Kenei-kai Group. Currently, speeches generated by Chairman AI using the Chairman's own voice are being utilized in lectures and group meetings for mid-career hires and managers at various hospitals (Shonan Kenei Hospital, Atami Onsen Hospital, etc.).
This has created an environment where "staff can access the philosophy anytime, anywhere" as a substitute for the busy Chairman, enabling efficient and deeper philosophy penetration by directly engaging with the Chairman's words.
Future Outlook
Matsuo Research Institute will widely deploy the knowledge and know-how gained from this initiative as personalized LLM (Large Language Model) technology to other fields and industries, contributing to solving the common challenge of "inheriting human knowledge and philosophy" in Japanese organizations.
