Background
According to a "Goal Management Status Survey" conducted by Kotsuchuten Inc. in August 2022, only "24%" of respondents answered that goal management was going well, while "27%" stated it was not. Many who responded negatively pointed to the "hollowing out of goal management."
Our representative, Kunio Tsuboya, through 25 years of "HR practice" and "book writing" with a cumulative series sales of 120,000 copies, believes that successful goal management can achieve both the freedom of employees and the results of the organization, thus realizing "mutual victory for individuals and organizations." The MOK4 Framework for Mutual Victory of Individuals and Organizations
MOK4 is a framework created based on integral theory for "mutual victory of individuals and organizations" and P.F. Drucker's MBO (Management By Objectives and Self-control).
It aims to integrate (orient) the four quadrants of individual/organization x subjective/objective through goal setting and achieve a spiral-up.

Service History
This service is based on the "Illustrated Introduction to Goal Management" published in 2023, and its parent organization is the "Goal Management Paradigm Shift Project" launched in June 2024. In July 2024, we received 3.92 million yen in support through crowdfunding aimed at creating a goal management board game. In October 2025, the service "Goal Management for Mutual Victory of Individuals and Organizations" was released. This led to the current service, MOK4.

For 25 years, I have been working with the desire to "give shape to the will of HR." Giving shape means creating a model (kata) based on principles and infusing it with the blood (chi) of practice.
If there are only models like HR systems, training structures, or organizational charts, but no lifeblood, they are meaningless. A Buddha statue without a soul is better left unmade. On the other hand, without a model, the lifeblood will flow out, and any good actions will disappear without accumulating. Only when both the model and the lifeblood are present does it take shape, and the will of HR is realized.
In my work with many organizations, I discovered that the key lies in "goal management." Unfortunately, in many organizations, goal management has become hollow. Exploitation through quota management is wrong, as is a lukewarm approach that drowns in dialogue and listening. True goal management must create a spiral-up. Therefore, I summarized the principles of goal management in the book "Illustrated Introduction to Goal Management" and developed the framework "MOK4" to support its implementation.
I sincerely hope you will utilize MOK4 to implement true goal management where "individuals and organizations both win." That is all I wish to convey.
