Background and Objectives of Implementation
Mito City operates a 365-day emergency medical clinic for initial emergency care, striving to enhance the regional emergency medical system.
However, parents and guardians sometimes struggle to determine if their child needs emergency medical care, and during busy periods like flu seasons or long holidays, waiting times at clinics can become extended.
In light of these circumstances, Mito City decided to establish a system for easily consulting with doctors online and an environment that facilitates medical attention during nighttime and holidays, with the further goal of enhancing child-rearing support.

"LEBER" is an app that allows users to consult with doctors via smartphone 24 hours a day, 365 days a year. Currently, over 450 doctors are registered (as of June 1, 2026), and users can easily consult with doctors through the app about sudden health issues during nighttime and holidays, mental health, and more. It is provided as a form of medical infrastructure to residents in 57 municipalities nationwide (as of June 1, 2026).
Furthermore, the online medical examination function of "LEBER," launched in 2023, collaborates with regional medical institutions to provide a service that can sustainably reduce the burden on nighttime and holiday emergency rooms within the region.
