Mito City, Ibaraki Prefecture Launches Medical Consultation Service "Itsudemo Doctor" and Online Medical Examination Service "Online Ichiji Kyukyu" for Ages 0 to 15

LEBER Inc. (Headquarters: Tsukuba City, Ibaraki Prefecture, CEO: Shunichiro Ito) has launched the medical consultation service "Itsudemo Doctor" (LEBER) and the online medical examination service "Online Ichiji Kyukyu" (LEBER) in Mito City, Ibaraki Prefecture, starting July 2026, for Mito residents from ages 0 to junior high school third grade.

This initiative, in collaboration with Mito City, aims to create an environment where parents and guardians can consult with and receive medical attention from doctors with peace of mind during nighttime and holidays.

Background and Objectives of Implementation

Mito City operates a 365-day emergency medical clinic for initial emergency care, striving to enhance the regional emergency medical system.

However, parents and guardians sometimes struggle to determine if their child needs emergency medical care, and during busy periods like flu seasons or long holidays, waiting times at clinics can become extended.

In light of these circumstances, Mito City decided to establish a system for easily consulting with doctors online and an environment that facilitates medical attention during nighttime and holidays, with the further goal of enhancing child-rearing support.

This project will implement services that allow parents and guardians to receive online medical consultations and examinations from home using smartphones and other devices when their children are sick or injured during holidays and at night, ensuring they can live with peace of mind.

Regarding medical examinations, we believe that the addition of new consultation methods, such as using the city's emergency clinic for in-person visits when desired, or utilizing online medical examinations when it is difficult to take a child to the clinic, will create a more accessible environment for parents and guardians.

What is "Online Ichiji Kyukyu"?

"Online Ichiji Kyukyu" is a system that provides online consultations and prescriptions for relatively mild cases during nighttime and holidays, for patients who feel they need to see a doctor immediately but do not require an ambulance.

Doctors conduct interviews and examinations via smartphone and issue prescriptions as needed. This helps prevent unnecessary concentration at emergency rooms and leads to more appropriate utilization of regional medical resources.

"LEBER" is an app that allows users to consult with doctors via smartphone 24 hours a day, 365 days a year. Currently, over 450 doctors are registered (as of June 1, 2026), and users can easily consult with doctors through the app about sudden health issues during nighttime and holidays, mental health, and more. It is provided as a form of medical infrastructure to residents in 57 municipalities nationwide (as of June 1, 2026).

Furthermore, the online medical examination function of "LEBER," launched in 2023, collaborates with regional medical institutions to provide a service that can sustainably reduce the burden on nighttime and holiday emergency rooms within the region.
