On April 1, 2024, inheritance registration became legally mandatory as part of efforts to resolve the long-standing social issue of 'unidentified land ownership.'
However, to what extent has this new system been adopted, and how are people responding?
Social Value Property Co., Ltd. (https://socialvalueproperty.co.jp/) conducted a survey targeting 500 individuals who have inherited real estate, examining awareness of the mandatory registration requirement and the current status of registration procedures.

Survey Results
Awareness of Mandatory Inheritance Registration
When asked whether they were aware of the April 2024 mandatory inheritance registration, 43.0% answered 'aware' and 25.2% answered 'have heard of it,' resulting in a combined awareness rate of 68.2%.
On the other hand, 31.8% answered 'not aware,' revealing that information about the legal amendment has not yet reached approximately one-third of the population.
Completion Rate of Inheritance Registration
When asked whether they had completed inheritance registration, 82.8% of the 500 respondents answered 'completed.' However, a certain number of respondents still have incomplete registration, including those who have only partially completed the process.
11.8% answered 'not completed,' indicating that unregistered properties still exist even after the implementation of the mandatory requirement.
Reasons for Incomplete Inheritance Registration
Among the 86 respondents who had not completed registration, when asked 'What are the reasons for non-completion? (multiple answers allowed),' the most common response was 'Unable to prepare required documents' (24.4%), suggesting that procedural complexity remains a significant challenge. This was followed by 'Neglecting the process' (23.3%) and 'Too many heirs' (22.1%).
Summary
This survey revealed that while awareness of mandatory inheritance registration has reached approximately 70%, about 30% of inheritors remain unaware of the system.
Moreover, behind non-registration are not only lack of awareness but also practical challenges such as difficulty in collecting documents and coordination among heirs.
To resolve the issue of unidentified land ownership, it is essential not only to raise awareness of mandatory registration but also to create an environment that makes it easier for inheritors to complete the procedures.
